Position Overview:
The Illinois Department of Early Childhood (IDEC) is seeking a Director of Fiscal Services to provide strategic leadership and oversight of the agencys financial operations. This critical role directs and manages fiscal services including accounts payable and receivable grant payments contract obligations financial reporting and audit readiness ensuring transparency accountability and compliance with state and federal requirements. The Director will lead the implementation of sound accounting policies and internal controls oversee preparation of the Annual Comprehensive Financial Report (ACFR) and serve as the agencys GAAP Coordinator. The role is responsible for ensuring fiscal integrity across complex financial systems and grant lifecycles while building structures that support efficient operations risk mitigation and continuous quality improvement.
The successful candidate will bring extensive experience managing large-scale financial operations in the public sector with a strong background in state and federal fiscal compliance contract management and team leadership. This role requires a collaborative detail-oriented professional who can analyze complex financial data streamline processes and foster a culture of accountability and continuous improvement.

The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler better and fairer for families with young children across the state. During fiscal years FY25 and FY26 IDEC will be working through transitioning data programs and services from three state agencies the Department of Children and Family Services (DCFS) Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE) to IDEC in order to be fully operational by July 2026.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Early Childhoods discretion.
