Director of Fiscal Services

Essential Functions

• Serves as the Illinois Department of Early Childhood (IDEC) Director of Fiscal Services.
• Establishes and analyzes financial internal controls and risk mitigation policies and procedures.
• Strengthens staff capacity and operational efficiency by directing strategic leadership and professional development of fiscal staff that enhances financial operations and performance.
• Serves as full-line supervisor.
• Participates in internal/external meetings and conferences think tanks and workgroups.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

• Requires knowledge skill and mental development equivalent to completion of four (4) years college with courses in public and business administration in the area of accounting fiscal management or other related areas.
• Requires four (4) years administrative experience or equivalent amount of related experience in a public or private service organization in accounting fiscal management or a related area.

Preferred Qualifications

• Four (4) years of professional executive work experience at a public or private organization preparing amending implementing negotiating or reconciling multi-million/billion-dollar annual operating budget(s) and contracts using accurate financial data as a catalyst for generating/analyzing predictive scenarios and driving insightful and complex business transformations that link an organizations strategic objectives/plans with its financial goals and that facilitate sound critical and forward-thinking large system advancement and reporting processes while complying with related state and federal mandates or other similar requirements e.g. Generally Accepted Accounting Principles (GAAP) Grant Accountability and Transparency Act (GATA / 30 ILCS 708/1 ff.) federal Uniform Administrative Requirements (2 CFR 200) and Governmental Accounting Standards Board (GASB).
• Four years of professional work experience in financial data governance quality improvement and risk mitigation for financial management by developing implementing and analyzing financial controls ensuring compliance with federal and state regulations ( Audit Act State Financial Act Illinois Procurement Code) identifying fiscal risks promoting responsible fund stewardship and supporting audit readiness through continuous oversight of grant payments contracts and obligations.
• Four (4) years of professional work experience serving as full-line supervisor which includes assigning and reviewing work providing guidance and training to assigned staff counseling staff regarding work performance reassigning staff to meet day-to-day operating needs establishing annual goals and objectives approving time off adjusting first-level grievances effectively recommending and imposing discipline (up to and including discharge) preparing and signing performance evaluations and determining staffing needs.
• Four (4) years of professional experience working in a collaborative leadership team environment applying critical thinking and sound judgement to identify issues develop/implement viable sustainable solutions and create execute and interpret contracts grant agreements and/or payment policies procedures and protocols promoting accountability and transparency

• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency

The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler better and fairer for families with young children across the state. During fiscal years FY25 and FY26 IDEC will be working through transitioning data programs and services from three state agencies the Department of Children and Family Services (DCFS) Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE) to IDEC in order to be fully operational by July 2026.
