Job Title: Executive Director Human Resources

Summary:Plans directs and administers all human resource functions for the District including employee recruitment staffing compensation and employee benefit programs labor relations activities required staff training programs and personnel record systems.
Essential Duties and Responsibilities:
- Ensures work is performed following federal and state regulations and accreditation standards so the Districts mission vision values and goals are achieved at all district sites.
- Interprets and administers Board Adopted Policies as it applies to evaluation wage and salary administration benefits and other items and conditions of employment for employees.
- Participates in Districtwide planning and management.
- Prepares and furnishes reports documents payroll records statistical surveys and other such data as requested by the Superintendent and the Board of Education.
- Ability to speak publicly and make coherent presentations to district leadership board of directors staff and community.
- Develops and recommends District personnel policies; establishes personnel practices and procedures; administers such policies practices and procedures including hiring assignment performance evaluation retirement transfer leave of absence termination and others.
- Responds to community/Board questions assists in recommending employment decisions which require Board approval.
- Plans directs and supervises recruitment activities in collaboration with District Communications Department for all District positions in accordance with equal employment opportunity policies.
- Plans directs and administers wage and salary administration programs including salary schedule structuring employee classification position descriptions and specifications performance reviews etc.
- Plans directs and supervises administration of evaluation systems to measure employee performance.
- Plans directs and supervises the Districts mandatory training program(s).
- Monitors licensed expiration and renewal.
- Establishes and maintains a system of personnel records in compliance with regulatory agency requirements including the preparation and submission of required personnel reports to meet the District and employee needs for such records including counseling of employees on employment status.
- Plans directs and supervises labor relations activities for the District including collective bargaining negotiations.
- Administers collective bargaining contracts and agreements.
- Guides the Districts response to employee grievances as outlined in the various employee contracts.
- Prepares and recommends departmental capital and operating budgets and controls expenditures within approved budgets.
- Plans directs and supervises employee benefit programs.
- Supports and promotes safety programs risk management programs staff development education programs and other organizational initiatives.
- Performs other related duties as directed.
Supervisory Responsibilities:
- The Executive Director Human Resources supervises staff assigned to the Human Resources Department and provides support direction and leadership within the organization.

Education and Experience:
- Masters Degree in Business Human Resources Education Industrial Relations Business Administration or a related field or equivalent training.
- Five years of responsibility in staffing and hiring contract negotiations and contract management development of Human Resources (HR) policies and procedures preferred.
- Experience with labor negotiations preferred.
- Experience in K-12 education is desired but not required.
Certificates Licenses Registrations: Valid Oregon Administrators license preferred. A valid Oregon Drivers License is required.
Computer Skills:
To perform this job successfully an individual must be proficient with word processing spreadsheet database PowerPoint google workspace email and webinars.
