About NC State Highway Patrol

The Mission of the North Carolina State Highway Patrol is to ensure safe efficient transportation on our streets and highways reduce crime protect against terrorism and respond to natural and manmade disasters. This mission will be accomplished in partnership with all levels of government and the citizens of North Carolina through quality law enforcement services based upon high ethical professional and legal standards.

The primary purpose of the State Highway Patrols Fiscal Section is to ensure that all department financial resources and funds are received disbursed recorded and accounted for in accordance with all applicable State and Federal laws and regulations.

The Accounting Manager position is a Non-Sworn/Administrative position assigned to the Fiscal Section of the North Carolina State Highway Patrol (NCSHP). This position plays a vital role in the day-to-day operations of the NCSHP Fiscal Section supporting management decision-making through the recording classification examination analysis and interpretation of fiscal data and financial transactions. This position requires a comprehensive understanding of internal accounting controls and will serve in a supervisory capacity for lower-level fiscal section subordinates. The Account Manager oversees multiple accounting processes provides guidance on procedures and methods and offers direct support to the NCSHP Chief Financial Officer (CFO).

Job responsibilities include:

  • Preparing year-end financial statements for the Office of the State Auditor producing the required financial package for the States Annual Comprehensive Financial Report (ACFR) and performing complex accounting tasks across all Department Units.
  • Contributing to the development of risk assessments walkthroughs and testing for the EAGLE program as required by the Office of the State Controller.
  • Assisting with updates to fiscal policies and procedures to incorporate internal controls accounting principles and state and federal regulations as well as managing financial reporting functions for federal grants requiring knowledge of JustGrants and .
  • The position provides training guidance and leadership to fiscal staff to foster professional development and ensure high performance; to include completing performance appraisals for assigned staff participating in the interview and hiring process and ensuring accuracy and compliance in all assigned work.

The salary grade for this position isNC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.



Knowledge Skills and Abilities / Competencies

State Highway Patrol uses the Merit-Based Recruitment and Selection Plan to fill positions subject to theState Human Resources Act with the most qualified individuals.

Minimum Education and Experience Requirements

Bachelors degree in accounting or a degree in business administration finance public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting financial statements and reports; of which at least one is supervisory; or equivalent combination of education and experience.
