Duties and Responsibilities (*denotes essential functions)
- *Directs the development of long-term strategic and short-term tactical plans along with continuous program review and assessment for the implementation and operation of an efficient cohesive preventative and responsive Campus Security Department.
- *Manage supervise evaluate direct and lead the day-to-day activities of the Campus Security Department which includes UH Security Officer(s) and contract security personnel.
- *Develop update and implement a comprehensive HCC Emergency Response Plan for students staff and faculty to follow for all types of emergencies.
- *Develop update and implement an emergency management protocol and standard operating procedures in alignment with the University of Hawaii System Emergency Management Plan and the National Incident Management System.
- *Upgrade and maintain the HCC security infrastructure which includes but is not limited to; security communication equipment carts and motor vehicles code blue phones and PA system surveillance system burglar and fire systems area evac systems etc.
- *Manage the budget and finances for the Campus Security Department to ensure an effective expenditure plan and projected requirements.
- Maintain and develop complex or special recurring and nonrecurring reports such as but not limited to campus crime trends etc.
- *Assume a critical leadership role within the HCC Incident Command Team and operation.
- Develop and conduct educational and training programs for Campus Security personnel staff students and administrators in the area of safety and security.
- Provide technical advice interpretations and/or makes effective recommendations regarding applicable policies procedures and other administrative requirements to administrators faculty and staff.
- *Serve as college liaison and communicates campus security incidents alerts and situations in a timely and orderly manner.
- *Effectively resolves complaints and security issues.
- *Responsible for written and oral communications exercising tact diplomacy and good judgment in relations with others.
- Attend meetings and participates in related College committees.
- Work with and assist the college Information Technology department to take proactive measures to maintain cyber security and develop and implement policies and protocol in the event of an information breach.
- *Responsible for assisting with the Federal Clery Act compliance with Annual crime reports and crime data Campus Security Authorities timely warnings etc.
- Assist the Vice Chancellor of Administrative Services with management of environmental health and safety.
- Other duties as assigned
Minimum Qualifications
- Possession of a baccalaureate degree in Administrative Justice Criminology Sociology Public Administration Business Administration Emergency Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for safety security and/or emergency management operations; or any equivalent combination of education knowledge skills and abilities as indicated.
- Considerable working knowledge of principles practices and techniques in the area of safety security and emergency response as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with area of safety security and emergency response.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
- Ability to travel for the purposes of attending meetings training and other activities and work beyond normal hours including evenings and weekends.
- Extensive knowledge of the principles and practices of security methods techniques and procedures; of laws of seizures arrests and evidence; and of equipment.
- Ability to interpret and apply laws rules and regulations to a variety of work situations.
- Ability to work with a wide variety of people including the University community general public and supervision of staff.
- Knowledge of the Clery Act and experience in writing Clery Act reports.
- Experience in managing a budget.
Desirable Qualifications
- Knowledge of reporting requirements and related permit/licensing procedures.
- Knowledge in writing reports and reviews and generating spreadsheets.
- Ability to communicate effectively in writing (memos letters emails etc.) and verbally.
- Knowledge and/or experience in the capabilities and use of telecommunications systems.
- Experience in hazardous chemicals and hazardous waste management.
