The Opportunity:
The Personnel & Payroll Specialist will provide support to the GEAR UP Program Director with a variety of complex personnel and administrative functions. They will coordinate recruitment and personnel actions support and lead the efforts of the employee life cycle process provide training as needed and create improve and maintain on-boarding and off-boarding processes.
This position will initiate and process personnel and payroll related actions including but not limited to hiring processing renewals and/or job changes separations review bi-weekly payroll reports and monitor time and leave for all program employees. The Personnel & Payroll Specialist will work with Director and Regional Manager(s) on drafting position descriptions submitting approvals preparing positions for posting reviewing candidate qualifications coordinating interviews fill vacancies onboard new hires and track trainings completed by personnel. This position will serve as a subject matter expert in processing new hires and personnel changes through the Workday system.
Additionally the Personnel & Payroll Specialist will be responsible for providing the Program Director with administrative support to include scheduling meetings coordinating events and/or training take the lead on special projects produce special reports and serve as a back-up support for purchasing travel and budgetary expenditure activities.
*This position is housed out of WSU Tri-Cities with a work location in Richland WA.*
This is an in-person position which requires on-site presence in the GEAR UP Administration Office. This job is not remote and work is performed in-person in the GEAR UP Administration Office in Richland WA.

This is a full time (100% FTE) permanent position. This position is overtime eligible.
Monthly Salary: $3665.00 - $4882.00 Range 41 Successful candidates are typically hired at the beginning of the salary range and receive scheduled salary increment increases in accordance with WAC 357-28.

Required Qualifications:
One year of experience as an Administrative Assistant 1 OR a Bachelors degree in business administration public administration or closely allied field and two years of responsible office experience at the senior clerical level or higher.
Clerical or office work experience may be substituted for education on a year-for-year basis. Graduate study may substitute for experience on a year for year basis.
Ability to problem solve troubleshoot in a timely manner.
Ability to set priorities meet deadlines pay close attention to detail and be proactive.
Demonstrated experience working with confidential and/or sensitive information.
Demonstrated interpersonal written and oral communication skills.
Proficiency in Microsoft Office suite programs (Word Excel Outlook Teams etc. )
Preferred Qualifications:
Experience in talent acquisition/recruitment processes and procedures
Experience with new employee onboarding
Experience and/or knowledge of Workday PeopleSoft and/or HCM systems.
Experience with personnel and/or payroll processes.
Experience with Google workspace.
Experience working in higher education local or state agency.
