The Position

The City of Oakland is currently recruiting to fill one Development Officer (Urban Economic Analyst IV Projects) vacancy within its Economic & Workforce Development Department (EWD). EWD is responsible for the Citys overall economic health and vitality and includes several divisions including Real Estate Asset Management Cultural Affairs Workforce Development Special Activities and Public/Private Development.
The Development Officer (Urban Economic Analyst IV Projects) sits within EWDs Public/Private Development Division (PPD). PPD is responsible for negotiating and implementing transformative mixed-use and affordable housing real estate projects with private development partners on City-owned property. Current projects include the adaptive reuse of the historic Henry J. Kaiser Convention Center a new Samuel Merritt University headquarters in downtown Oakland and many affordable housing projects throughout Oakland as well as Transit-Oriented Development projects at the West Oakland Fruitvale and Coliseum BART stations.
The PPD Division also manages the former Redevelopment Agencys (RDA) capital improvements such as streetscape projects and assists with the management of City-owned facilities such as the Oakland Ice Center the Oakland Convention Center and the Fox Theater. It also oversees the winding down of the Oakland Redevelopment Successor Agency (ORSA) and manages Oakland Renaissance New Markets Tax Credits (ORNMTC) the Citys Community Development Entity that provides funding for development projects in Oakland.
We are looking for someone who is:- Experienced in real estate development including affordable housing development and has familiarity with the Surplus Land Act and other regulatory frameworks governing real estate disposition and development.
- An effective energetic and open communicator and collaborator who works productively with a broad range of people including City staff development partners community stakeholders elected officials and the public.
- An effective negotiator with experience in real estate negotiations.
- A problem-solver who takes the initiative in identifying and addressing challenging issues generates recommendations and/or takes appropriate steps to attend to those issues.
- A task-oriented project manager who keeps projects on schedule.
- A strong writer able to communicate complex ideas clearly and succinctly in City Council reports emails and other written communication.
- Passionate about cities the built environment and equitable economic development.
What you will typically be responsible for:- Overseeing a portfolio of real estate development projects on City-owned properties including affordable housing mixed-use office cultural and retail projects .
- Negotiating complex real estate transaction documents such as Exclusive Negotiation Agreements (ENAs) Lease Disposition and Development Agreements (LDDAs) and Disposition and Development Agreements (DDAs) with private developers and preparing closing documents for real estate development on City-owned land. Preparing Requests for Proposals (RFPs) or other solicitations for future city-owned development sites.
- Monitoring the entitlement process for public-private development projects on City-owned properties in collaboration with the Citys Planning and Building Department.
- Managing staff assisting on development projects and other assignments.
- Writing City Council reports and legislation in close collaboration with other City departments and presenting reports to the City Council in public meetings.
- Assessing the economic benefits of different development projects including tax revenue generation and jobs creation and oversee the work of economic consultants advising the City on development projects
- Assisting with broader policy work regarding the disposition of publicly-owned land.
- Work on public financing tools such as Community Facilities Districts (CFDs) Enhanced Infrastructure Financing Districts (EIFDs) or New Market Tax Credits (NMTCs) as well as work on state and federal grants.

This recruitment will produce two eligible lists. The restricted list will be for full-time permanent part-time or part-time City and Port of Oakland employees whomaintainemployment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable:
Education:
Bachelors degree from an accredited college or university in economics business administration or a related field.
Experience:
Two years of experience comparable to Urban Economic Analyst III in the City of Oakland.
Desirable Qualifications:- A Masters degree in business administration city planning or public policy
- A Bachelors degree in planning or public policy or a related field.
- Experience in real estate development and finance in either the public or private sector.
- Experience in negotiating and administering complex legal documents to create and facilitate public/private partnerships in real estate development.
- Experience with project entitlement and CEQA processes.
- Experience in the tenets of project management and/or experience managing complex projects.
License or Certificate / Other Requirements
Individuals who are appointed to this position may be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Other Requirements
Must be willing to work irregular days and hours as needed.

- The Recruitment Process:

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in job-related areas.
Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.
In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.
For this recruitment all qualified applicants will be sent a writing exercise which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise (weighted 100%) will be sent to you for completion is the week of September 15th.
Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.

Disaster Service Workers
