Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

POSITION OVERVIEW:
The Sr. Manager of Technical Solutions for Radio Services is responsible for the selection direction and performance of telecommunication engineering solutions and analysis studies. This supervisor position will help plan direct and monitor technical operations to maximize the use of the countys LMR communication system. The Sr. Manager will oversee operations from 3 divisions Field/RNOC Sr. Manager Engineering Manager and Client Services Manager. The incumbent will prioritize and schedule operations and workflow processes to ensure resources are used to their full capacity.
This role will:
Analyze production maintenance and malfunction records to identify problems and recommend solutions (e.g. changes to procedures workflow or equipment) to improve performance and increase system capacity.
Research evaluate and recommend equipment purchases to enhance the capabilities of operations.
Lead direct evaluate and develop operations staff to ensure technical radio operations activities meet pre-established production targets and operating budgets.
Liaise alongside the Sr. Manager - Public Safety Communications with functional or operational area managers to understand their current and future information needs and develop plans cost estimates and schedules for integrating these needs into existing operations.
Select and manage ongoing relationships with vendors and suppliers (e.g. data entry providers) to ensure the organization receives satisfactory standards of service.
JOB RESPONSIBILITIES:
Lead the selection direction and performance of engineering and technical analysis for all aspects of the Harris County radio system
Oversee system design frequency planning capacity optimization coverage modeling and RF engineering evaluations.
Lead the implementation and continuous improvement of system monitoring tools and practices to ensure visibility performance tracking and proactive response to outages or degradation.
Creation monitoring and executing radio centric KPIs
Direct infrastructure upgrades including base station replacements microwave backhaul enhancements and dispatch system modernization to ensure reliability scalability and interoperability.
Foster a high-performance culture through training mentoring performance evaluations and professional development plans tailored to public safety communications.
Serve as a subject matter expert and technical liaison to internal leadership field responders regional interoperability groups and external agencies.
Establish and maintain system documentation including configuration standards and standard operating procedures.
Coordinate closely with operations to ensure new deployments and upgrades minimize service disruption and meet user requirements.
Provide expert-level support during emergencies disasters and planned major events ensuring the radio system operates at peak reliability.
Continuously evaluate emerging technologies and industry best practices to recommend innovations that enhance system performance resilience and future-readiness.
Oversee Field/RNOC Engineering and Client Services team technical operations.
Act as Radio Services Operation Manager in absence of existing leadership.
Support EOC activations during planned and unplanned public events.
Minimum Education Qualification:
Bachelors degree in Electrical Engineering Telecommunications Information Technology Public Safety Communications Computer Science or in an approved related field
Minimum Experience Qualifications:
Ten (10) years of professional experience in Telecommunications or Radio Engineering
Eight (8) years of experience specific to a P25 trunked radio systems
Experience can be substituted for education on a year for year basis. For example a Bachelors degree is four years of post-secondary education. Candidates who have completed two years of college coursework may substitute the remaining academic requirements with two years of relevant professional experience.
Three (3) or more years in a technical leadership or management role.
Direct work with simulcast systems microwave backhaul and LMR (Land Mobile Radio) infrastructure
Support during real-time emergency events system failures or large-scale public safety operations
Experience with ICS (Incident Command System) or EOC operations
Knowledge Skills & Abilities:
Proven ability to develop and draft clear compelling communications translating complex information into relevant timely and valuable content.
Strong analytical and problem-solving skills with the capacity to analyze and use data to improve internal communications efforts.
Excellent organizational skills with the ability to manage multiple complex projects and work streams from start to finish.
Experience working in cross-functional teams to deliver high-quality impactful work within tight deadlines.
Ability to adapt to changing priorities and deadlines while maintaining a high level of professionalism and focus.

Education:
Masters degree in Public Administration (MPA) Business Administration (MBA) Engineering Management Emergency or Homeland Security
Experience:
Experience with project management methodologies and tools (e.g. PMP certification MS Project) Familiarity with public sector procurement and contract processes
Working knowledge of emergency communications protocols and National Incident Management System (NIMS) concepts
Certifications in radio systems (e.g. ETA APCO Motorola R56) or cybersecurity (e.g. CompTIA Security CISSP)
Knowledge of FCC regulations APCO standards and NIST cybersecurity guidelines

Hybrid 4 days in the office and 1 day at home after 90 days.
