About the Agency:

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10-year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multi-pronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.


Your Team:

The Office of Development (OOD) leads the agencys effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city state and federal agencies. The OOD is comprised of seven divisions that administer a range of programs. These divisions include New Construction Finance Special Needs Housing Building and Land Development Services (BLDS) Homeownership Opportunities and Preservation Preservation Finance Compliance and Enforcement and Housing Incentives.

The Division of Preservation Finance administers multiple financing programs including the Multifamily Housing Rehabilitation Loan Program (HRP) the Participation Loan Program (PLP) the Housing Preservation Opportunities Program (HPO) The Capital Partnership for Affordable Renovations Program (CPAR) the Lead Hazard Reduction and Healthy Homes HUD Multifamily Program (HUD MF) the Third Party Transfer Program (TPT) Multi-Family Preservation Loan Program (MPLP) Neighborhood Pillars Program (Pillars) and the LIHTC Portfolio Preservation (Year 15) Program. These programs facilitate the financial and physical viability as well as affordability of privately-owned multi-family and single-family buildings throughout New York City. The Division plays a key role in implementing the overall preservation strategy for HPDs Office of Development in support of the Mayors Blueprint.

Your Impact:

The Division of Preservation Finance seeks a Deputy Director for the Owner Resource Center (ORC). The ORC oversees outreach and technical assistance programs available to owners of multifamily buildings and HDFC cooperatives in the five boroughs. The unit also oversees the pre-transactional in-rem foreclosure action process along with the litigation associated with the Third-Party Transfer Program.

The Third-Party Transfer Program is a tax enforcement program that includes in rem foreclosure actions. Under the direction of the Owner Resource Center Director the Deputy Director will assist in the oversight of compliance with legislation to ensure the program is administered accurately and effectively and follows the requirements of the statute and program rules. The work includes coordinating with DOF DEP HPD Legal Law Department owners elected officials and others as needed. As Deputy you will also assist the Director in tracking coordination and site visits (outreach) at the properties associated with the TPT/in-rem pipeline.

The Deputy Director will also work to develop and oversee the administration of the Owner Resource Center a new program in partnership with vendors selected by HPD aimed at assisting owners of multifamily rental buildings and HDFC cooperatives to improve operations stabilize buildings navigate government programs and access financial assistance. As Deputy your duties will include assisting the Director with: program design contract procurement contract management program implementation outreach & communication contract adherence and program evaluation. The team also may work to expand programmatic support to help owners stabilize their property through the Owner Resource Center or other appropriate programs administered by HPD or other agencies.

Your Responsibilities:

Primary responsibilities of the ORC Deputy Director will include but not be limited to:
-Managing staff that will be analyzing tracking and reporting In Rem and Property databases and historical data sets with other City Agencies including Department of Finance (DOF)Department of Environmental Protection (DEP) and the Law Department.
-Assisting with the preparation of the Request for Qualifications (RFQ) for TPT Rounds which includes scoring and selection of qualified sponsors.
-Working with HPDs internal Strategic Operations & Analytics (SOA) team to report information on in-rem rounds for both internal and external reports.
-Assist Director to work with the DOF DEP Law Department and staff across HPD to administer Third-Party Transfer including overseeing the program from selection and commencement of the in-rem action through transfer as well as the litigation related to the transfer including tracking properties communication and responding to information requests.
-Oversee outreach and communication to owners and residents including ensuring owners are aware of resources that may help stabilize their property (which may be administered by HPD or other entities); which may include facilitating property owner clinic sessions.
-Working with HPD internal teams and external stakeholders to secure additional funding including working within City procurement processes
-Conducting requests for proposals (RFP) for ORC service contracts
-Managing as needed the City Procurement for registering vendors
-Facilitating routine meetings with ORC vendors to review activities and ensure compliance with reporting and performance requirements including payment requirements
-Monitoring and evaluating the program; including tracking and reporting the milestone activities from the service provider(s) and program
-As needed coordinate special projects conduct policy analyses initiate research and make recommendations that relate to the management and operations of unit and other issues as requested by the Director and the Assistant Commissioner for the Division of Preservation Finance.
Preferred Skills
-Program Management of real estate housing programs and/or procurement
-Knowledge of NYC government NYC neighborhoods and housing policies/issues;
-Understanding of real estate construction and property management;
-Significant project management and leadership experience;
-Strong follow-through and focus on timely results with limited oversight;
-Excellent analytical and research skills including reading and synthesizing legal documents;
-Excellent interpersonal skills including experience with coordinating multiple stakeholders and city agencies;
-Ability to work effectively in collaboration with others;
-Excellent written and verbal communication skills;
-Meticulous organized and great attention to detail;
-Proficiency of Smartsheet and Microsoft Office specifically Access SharePoint Excel and PowerPoint.

Please note finalists for this position must have filed for the Open Competitive Associate Housing Development Specialist exam #4122 or promotional exam #4570. In addition the position is open to applicants who are already permanent in the Associate Housing Development Specialist title or permanent in another comparable civil service title. Applicants must indicate permanent civil service title on their resume.

Qualifications :

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development appraisal financing negotiation or disposition of real estate or in real estate law or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in 1 above; or

3.A satisfactory combination of education and/or experience which is equivalent to 1 or 2 above. Graduate study in the field of urban studies city planning business or public administration finance architecture engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However all candidates must have at least two years of experience as described above.
