Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $13000 - $140000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES.

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The Division of Policy Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Agency Program Assistance (APA) unit is a core component of the ACS provider performance monitoring. The unit performs monthly safety checks manages case/child safety and risk alerts corrective actions and facilitates continuous quality improvement with every provider agency and program under IOC. APA utilizes performance indicators and data concerning safety practice and service delivery in the provider agencys programs to identify systemic strengths and weaknesses. APA also conducts informative and educational meetings with provider agencies to discuss performance and findings.

The Executive Director of Agency Program Assistance (APA) is responsible for overseeing and providing leadership support to the APA Preventive and Foster Care units assigned to monitor and support collaborative quality improvement with preventive agencies. The position reports to the Assistant Commissioner for Collaborative Quality Improvement within the Division of Policy Planning and this role the Executive Director of APA will be responsible for the following:

-Support a robust quality improvement system that is collaborative and focused on improving practice within provider agencies
-Supervise monitoring plans for agencies on corrective action gathering and reporting to all oversight structures on performance evaluation activities as requested
-Facilitate senior leadership performance meetings and other collaborative quality improvement meetings and sessions
-Develop and lead trainings and other professional development activities
-Oversee the evaluation and monitoring of provider agency performance
-Produce and provide regular reports on provider performance and performance concerns to other ACS divisions and ACS leadership. Flagging concerns for senior leadership and coordinating appropriate responses
-Act as a senior level technical assistance expert for provider agency executive leadership on quality assurance and quality improvement best practice
-Establish and manage systems for continuous quality improvement that incorporate cross-system feedback loops and current best practices in the field
-Analyze quality assurance data and produce reports for internal and external audiences
-Gather data to inform system improvement identifying best practices within agency practice to inform improvement across the system and share information with other ACS divisions to inform policy and planning
-Establish and maintain cooperative relationships with executive personnel in contract agencies concerning issues related to performance evaluation and improvement
-Supervise and coach APA staff to ensure consistent implementation of quality improvement methodology across monitoring teams
-Work in partnership with ACS program areas and the provider agency community in ongoing development of quality improvement methods
-Lead in development of data analysis tools through data mining and other sophisticated data analysis techniques in support of agency initiatives and needs
-Collaborate on the development of performance metrics and overseeing the production of reports related to provider performance

ADMINISTRATIVE DIRECTOR OF SOC - 10056


Qualifications :

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency business firm civic or community organization operating in the area of social services including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to 1 above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services but not for the one year of experience at the administrative or managerial level as described in 1 above as follows:

(A)A masters degree from an accredited college or university in accounting business child welfare counseling economics education finance human resources labor relations management management science nursing operations research organizational behavior personnel or public administration political science psychology sociology social work statistics and/or urban studies may substitute for two years of experience; and/or

(B)Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or

(C)A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in 1 above.
