Job Description

PARKING ENFORCEMENT OFFICER

Department: Police

Division: Police Traffic

PAY:GRADE 115: $41851.08 - $60684.06 Annual Salary ($20.12 - $29.18 Hourly).

FLSA Status: Non-Exempt Merit Full-Time Eligible for Benefits

GENERAL PURPOSE

This position performs a variety of duties and responsibilities involved in enforcing city parking regulations and providing general information and assistance to the public. It receives general supervision from higher-level supervisory and management staff.

ESSENTIAL JOB FUNCTIONS

  • Patrol assigned areas in a vehicle; enforce parking and regulations applicable to non-moving vehicles.
  • Issue non-moving citations for violations observed including overtime parking and illegal parking.
  • Assist the public by providing directions and responding to questions and inquiries.
  • Report hazardous vehicles expired registrations and needed street and sign repairs.
  • Report on traffic accidents and other occurrences to the Police Department.
  • Assist with traffic control and supervision in the direction of sworn police personnel.
  • Maintain daily supplies for patrolling assigned areas.
  • Inspect the assigned vehicles for needed maintenance.
  • Maintain a variety of accurate records related to citations and vehicle impounds.
  • Prepare related daily and monthly reports.
  • Testify in court as needed; prepare documentation of court appearances.
  • Assist in identifying and removing abandoned vehicles.
  • Write case reports.
  • Assist in traffic control including directing traffic at accident sites and special events.
  • Assist in the training of new Parking Enforcement Officers.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
  • Perform other related duties as required/assigned.
  • Attend all applicable training associated with job functions as determined by the bureau commander.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Some general work experience involving law enforcement and public contact is desirable.
  • High school diploma or its equivalent.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain an appropriate valid Utah drivers license.
  • Employees will be required to complete NIMS IS100 IS200 IS700 and IS800 within one year of hire.

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of city parking and related ordinances.
  • Knowledge of communication equipment including two-way radios.
  • Knowledge of computer operations data entry and specialized parking enforcement and LPR technology as used in the citation process.
  • Knowledge of state motor vehicle codes as they relate to non-moving violations is desirable; basic record keeping principles.
  • Knowledge of safe driving practices.
  • Knowledge of basic computer operations.
  • Skill in learning the geography of assigned enforcement areas.
  • Skill in enforcing parking and traffic regulations in a firm but tactful manner.
  • Skill in working independently in the absence of supervision.
  • Skill in learning understanding and applying pertinent laws rules and regulations.
  • Skill in performing general clerical tasks and driving assigned vehicles in a safe manner.
  • Skill in communicating clearly and concisely both orally and in writing.
  • Ability to understand and follow oral and written instructions.
  • Ability to maintain physical condition appropriate to the performance of assigned duties.
  • Ability to maintain effective audio-visual discrimination and perception needed for making observations communicating with others reading and writing and operating assigned equipment and vehicles as required by the position.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to maintain to maintain mental capacity which allows for effective interaction and communication with others to include effective de-escalation.
  • Ability to comply with all city policies and regulations including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • The work environment is primarily outdoors where the worker may be exposed to noise wet or humid conditions outdoor weather conditions extreme cold and extreme heat.
  • Work requires frequent travel which exposes the worker to the hazards associated with travel by vehicle.
  • The work is light work which requires exerting up to 25 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly carry push pull or otherwise move objects. Be able to lift to 40 pounds and carry it up to 30 feet.
  • Must possess the visual ability to see clearly at close (less than 20 inches) distances identify and distinguish colors observe an area that can be seen up and down or left and right while eyes are fixed upon a given point and adjust the eye to bring an object into sharp focus.
  • Additionally the following physical abilities are required: standing for long periods of time walking sitting using hands and fingers to handle or feel reaching with hands and arms stooping kneeling crouching talking and hearing.
