Organizational Setting
The main aim of FAO country offices which are headed by an FAO Representative is to assist governments to develop policies programmes and projects to achieve food security and to reduce hunger and malnutrition to help develop the agricultural fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. FAO Sri Lanka plans to recruit Drivers/messengers for supporting the Representation and/or assigned projects.
Reporting Lines
Under the overall supervision of the FAO Representative and the direct supervision of the Assistant FAO Representative (Administration) the Budget and Finance Coordinator is required to perform the following tasks:
Technical Focus
In his/her function as Budget and Finance Coordinator the incumbent is in regular contact with staff of the Representation and projects with national and international visitors consultants and other personnel from within and outside the Organization. S/He interacts on a day-to-day basis with personnel and officials from local offices and service providers guiding them on financial rules and regulations accounting policies and practices corporate financial systems and on communication and documentation standards for financial and Asset management.
Tasks and responsibilities
Prepare budget forecast for HR and other activities for representation. Review regular programme and project budgets to identify all possible chargeable budget lines for representation and make available the same for the use of representation. Share the charge codes with HR in time for NSHR (Non-staff Human Resources) contract extensions.
Continuously review and monitor FPMIS (Field Programme Management Information System) to track budget availability for Representation from new and existing projects and related activities.
Track and initiate all due income to the Representation.
Ensure budget availability for Representation HR plan.
Prepare Periodic budget review initiated by the regional office (FAO-RAP) and submit the same on time.
Act as the custodian of representation petty cash.
Support budgetary guidance for projects and team leads.
Bank reconciliations for USD LKR and MVR accounts generate auto reconciliations and submit monthly / annual management letters.
Generate Integrated Management Information System (IMIS) reports for inventory stock take.
Act as the quality assurance focal point for Letter of Agreement (LoA) ensuring activities only permitted under LoA and Commercial contract modalities.
Act as the secretary to the Local Procurement Committee (LPC) ensuring transparency and necessary approvals required for procurement.
Finalize Periodic Budget Review (PBR).
Work on the quarterly PBR and submission to FAO-RAP through Country Office Information Network (COIN) with the necessary approval and working with RAP for any queries and clarifications.
Execute payments as and when necessary.
Manage the office GOE expenses by cost sharing the ongoing projects
Act as a focal point for Inventory/Asset management; finalising the Physical asset verification report. This includes the addition/disposal of any items from the Asset register.
Brief new recruits regarding the operational/financial rules of FAO.
Work with the National correspondent of Maldives for project operational and finance related concerns if any.
Act as a focal point for local and Maldives bank for the bank operations.
Act as a member of Finance Working Group.
Prepare consolidated financial overviews for internal use or donor reporting when required.
Ensure timely and accurate recording of financial transactions in FAO systems (FPMIS COIN GRMS).
Provide operational support for HR actions procurement travel authorizations and general administration.
Troubleshoot finance and system-related issues in COIN FPMIS and GRMS in coordination with IT and admin teams.
Support financial and operational project closure in line with FAO protocols.
Provide training and simplified SOPs to enhance financial literacy among project teams.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Bachelors degree preferably in Financial Management or a similar discipline and/or have membership of a professional accountancy body.
Four years of relevant experience in finance / budget-related support work
Working knowledge (Level C) of English and ability converse in Sinhala or Tamil
