Description of Job

TheLotterysmission is to grow revenue responsibly in order to maximize proceeds for outdoor recreation conservation and schools for the good of all Coloradans.

What we do:
The Security & Investigations unit ensures the physical and logical security of the Lottery Division including background checks cybersecurity system integrity and oversight of audits by outside vendors; oversees criminal investigations and integrity stings to enforce Colorado criminal laws and Lottery regulations/policies. The Security & Investigations unit oversees processing of all applications for retailer licenses and renewals to sell Lottery products enforces administrative compliance by retailer licensees with Lottery regulations policies and retailer licensing agreements ensures secure transportation of Lottery tickets and equipment and efficient/secure operations of the warehouse.

Primary Job Duties:
The Criminal Investigator III Investigates actual or possible criminal law violations (Titles 18 24 and 44 of the Colorado Revised Statutes) by Lottery employees vendors their employees retailers their employees and other persons attempting to defraud the Lottery by collecting and preserving evidence. The Criminal Investigator III will be interviewing subjects and witnesses writing reports and affidavits executing search and arrest warrants preparing and preserving evidence completing analyses relative to ticket reconstructions and testifying at hearings grand jury proceedings and trials. Must be able to translate criminal investigation methods to an automated environment and conduct complex computer crime investigations. These duties are conducted throughout the state and frequently involve several jurisdictions and criminal justice agencies.

The Criminal Investigator III will conduct background investigations of Retailer Licensees and Lottery and vendor employees through the review and analysis of documentation and information provided by the individual their employer and information independently obtained from federal state and local government and commercial entities and databases. The investigator will prepare comprehensive written reports which document if the individual meets the required standards for State employment or state requirements regarding vendor employee access to Lottery systems.


Investigations and Enforcement/Security Measures and Assessments:

Security Operations:
  • Responding promptly to inquires and requests for assistance; keeping supervisor and coworkers informed of critical information.
  • Ensuring compliance with Lottery security policies MUSL procedures and Division/DOR use of force standards by following safety protocols in high risk situations.
  • Demonstrate proficiency with IGT systems Kanetec monitoring alarm procedures and cybersecurity measures to safeguard Lottery operations.
  • Maintain professional working relationships resolve conflicts handle irate customers and provide courteous service while supporting supervisors and coworkers.
Professional Standards and Training:
  • Completes all required DOR and State Training courses in a timely manner including reporting POST training hours to the POST Board.
  • Demonstrates proficiency with arrest control techniques (e.g. Pressure Point Control Technique) and maintains POST certification.
  • Maintains proficiency with department-issued weapons CCIC and NCIC systems and State Fleet vehicle operation standards.
  • Provides and receives training to stay current on POST Lottery and departmental standards while also promotes professional development and adherence to policies.

MINIMUM QUALIFICATIONS:

Experience Only:
Six (6) years of full-time professional investigative experience in a law enforcement and/or regulatory environment.
AND
Must possess a valid Colorado POST certification that is active in good standing and free of any restrictions suspensions or revocations at the time of applying.

OR

Education and Experience:
Bachelors degree from an accredited institution in accounting business administration public administration criminology criminal justice criminalistics political science police science law enforcement law psychology sociology or a closely related field as determined by the Department.
AND
Two (2) years of full-time professional investigative experience in a law enforcement and/or regulatory environment.
AND
Must possess a valid Colorado POST certification that is active in good standing and free of any restrictions suspensions or revocations at the time of applying.

Necessary Qualifications:

  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Lottery Division.
  • Must possess a valid Colorado POST certification that is active in good standing and free of any restrictions suspensions or revocations at the time of applying.
  • Must be able to pass a pre-employment background check.
  • Must pass a pre-employment Physical and Psychological evaluation.
  • Applicants must be willing to work nights rotating shifts weekends holidays and maintain on-call status while off-duty for emergency and supervisory response.
  • Maintains proficiency and qualification with firearms and other defensive equipment assigned and as required by Colorado P.O.S.T.
  • Attends all DOR compliance training modules.
  • Certify and maintain certification in arrest control techniques.
  • Applicants must be willing and able to perform heavy lifting carrying or otherwise moving objects occasionally up to 100 pounds

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Residency within approximately 60 miles of the State of Colorado DOR Lakewood office.
  • Knowledge of Colorado rules and regulation related to Lottery
  • Demonstrated experience in communication and interpersonal oral and written communication skills.
  • Experience supervising administrative investigations in a regulated environment.
  • Problem solving and troubleshooting skills.
  • Demonstrate the ability to plan and organize.
  • Ability to complete reports in a thorough accurate and concise manner.
  • Experience with rule making processes.
  • Experience supervising administrative investigations in a regulated environment.
  • Comfortable viewing and interpreting spreadsheets and data

Conditions of Employment:
