The Human Resources Business Partner II will deliver high impact support to employees and ensure alignment between the operation and people strategy and collaborate with assigned client groups/department employees & leaders to deliver people solutions to the operation and help drive Human Resources initiatives.


The successful candidate must operate as a strong collaborator and consultant leveraging relationship skills and business expertise and provide solutions and recommendations to align enable and accelerate both short and long-term business and change objectives.


Duties & Responsibilities:

  • Organization Development: Partners with assigned leaders to drive the people agenda through advising and coaching on matters related to talent development organizational performance engagement & culture and strategic planning.
  • Workforce Planning and Analysis: Provides insight leadership and support for short-term and long-term workforce planning using data driven analysis for exempt and non-exempt staff. Also develops and analyzes data to guide business leaders in workforce planning and execution of people strategies.
  • Process Improvement: Leads HR process improvement initiatives and special projects and/or training initiatives from start to finish. Also acts as a problem-solving partner to the operation.
  • Leadership Development: Advises and coaches on effective leadership skills organizational effectiveness interpersonal communication employee engagement culture and diversity.
  • Strategic Talent Management: Facilitates future-focused discussions on talent and culture of the organization.

Knowledge Skills and Abilities:

  • Knowledge of human resources principles and practices including recruitment employee relations performance management and organizational development.
  • Knowledge of federal state and local employment laws and regulations (e.g. FLSA FMLA EEO ADA Title VII).
  • Knowledge of HR data analysis and metrics to drive decision-making.
  • Proficiency in HRIS systems and Microsoft Office Suite (Excel Word PowerPoint).
  • Skilled in handling sensitive and confidential information with integrity.
  • Ability to support change management initiatives and drive employee engagement.
  • Ability to interpret and apply laws policies and procedures consistently.
  • Ability to act as a strategic partner to leadership and provide guidance on workforce planning and organizational development.
  • Ability to align HR practices with the agencys mission values and public health goals.
