The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Child and Family Services Division.
This position directly supervises the divisions Family Resource Specialist Supervisors manages foster care licensing statewide and develops and plans the organizational structure for the licensing recruiting and training of foster and adoptive homes. The position also develops policies and procedures for the licensing of child placing agencies and foster and adoptive homes including home studies; develops efficient statewide licensing procedures; and develops strategies and procedures for the recruitment and retention of foster homes statewide. This position oversees the Interstate Compact on the Placement of Children (ICPC) program for Montana. This includes supervising 2 program managers specific to ICPC roles and addition this position is responsible for child specific recruitment within the division. There is one permanency planning specialist position for these duties which this position supervises. This position directly supervises 8 staff and indirectly supervises 33 staff.

Qualifications for this Career Opportunity
Knowledge of general management concepts and practices including goal planning organizational planning work plan and timeline development and program planning and evaluation.
Extensive knowledge of licensing foster care practices guardianship adoption and ICPC programs.
Knowledge of labor management relations.
Ability to create training curriculum and present training.
Ability to facilitate and lead small work groups / committees to complete projects within established timelines.
Ability to travel in and out of state.
Meet minimum qualifications:
Bachelors degree in social work sociology education business or human services related field.
Seven years of social services program management to include child protection services and licensing.
Three years of experience supervising and / or managing programs work units and staff and budget.
Experience working with tribal government entities and / or other Native American organizations is preferred.
Other combinations of education and experience will be considered on a case-by-case basis.

This position may be eligible for a statutory 2.5% an hour base pay increase effective July 1 2026.
