Job Responsibilities
As part of the PSA Singapore Procurement team you will be responsible for the strategic sourcing and procurement of labour services related to engineering/operations. Your responsibilities include:
- Work with the user departments to design tender strategies that meet PSAs needs for cost effectiveness and quality.
- Translate the strategy into tender documents with clear and detailed specifications
- Draft contract documents that detail contractors responsibilities and liabilities and safeguard PSAs interests
- Perform analysis of the tender submissions and negotiate with suppliers for best value
- Complete tenders on time and perform post-contract management with internal stakeholders ensuring suppliers meet their contractual obligations
- Identify and manage risks that may arise during the contract tenure
- Work on sustainable procurement frameworks to align suppliers with PSAs corporate goal of sustainability
Requirements
- Possess a degree with at least 3 to 4 years of experience in sourcing and procurement
- A good understanding of strategic sourcing tendering process contract management contract negotiation and contract governance
- Excellent communication skills effective influencing and negotiation skills
- Able to establish good working relationships with internal and external stakeholders for effective sourcing process
- Resourceful driven able to drive innovation champion change and work collaboratively to achieve results
- Familiarity with e-procurement tools (e.g. SAP Ariba Coupa Oracle Zycus) is an advantage
- CIPS or CPSM certification or progress towards it will be viewed favourably
