The New York City Department of Probation (DOP) is seeking a visionary and experienced Deputy Commissioner of Information Technology (IT) to provide strategic leadership and oversight of the departments IT operations and digital transformation initiatives. This senior executive role will be responsible for ensuring that DOPs IT infrastructure applications and services effectively support public safety operational efficiency and equitable service delivery across a workforce of approximately 1000 employees.
The Deputy Commissioner of IT will lead the development execution and continuous improvement of the agencys IT strategies working closely with executive leadership agency stakeholders and citywide IT partners to ensure systems are secure resilient and aligned with DOPs mission and citywide IT standards. This individual will also oversee the implementation of technology solutions that are scalable cost-effective and compliant with federal state and local regulations.
Responsibilities include but are not limited to the following:
Strategic Leadership & Vision
-Provide executive-level leadership and direction for DOPs IT functions ensuring alignment with the agencys core mission of promoting public safety justice reform and community engagement.
-Develop and implement a comprehensive IT strategy and roadmap ensuring technology decisions reflect equity transparency and accessibility while also prioritizing security and compliance.
-Serve as the primary IT advisor to executive leadership on all matters concerning digital transformation systems modernization data governance and IT operations.
IT Operations & Infrastructure Oversight
-Oversee all aspects of DOPs IT operations including network infrastructure systems administration enterprise applications cybersecurity cloud services and service desk support.
-Ensure that mission-critical systems data platforms and applications are secure highly available and performant meeting both operational and regulatory requirements.
-Lead efforts to modernize DOPs technology environment through initiatives that support business continuity disaster recovery and efficient service delivery.
Cybersecurity Compliance & Risk Management
-Spearhead the development implementation and ongoing monitoring of cybersecurity policies practices and procedures in alignment with NYC Cyber Command NYS ITS CJIS NIST and other relevant frameworks.
-Ensure that all systems adhere to stringent data privacy access control and compliance requirements with a focus on maintaining the confidentiality and integrity of sensitive probation data.
-Lead risk assessments vulnerability management and incident response strategies ensuring a proactive approach to mitigating emerging cybersecurity threats.
Project & Portfolio Management
-Lead the planning execution and delivery of complex technology projects ensuring adherence to scope timelines budget and performance objectives.
-Establish and manage a comprehensive project portfolio that prioritizes initiatives based on agency needs technology risk assessments and regulatory mandates.
-Champion the adoption of project management best practices and methodologies ensuring effective cross-functional collaboration and alignment.
Enterprise Applications & Data Integration
-Oversee the implementation and optimization of enterprise applications including case management systems data analytics platforms and productivity tools.
-Collaborate with program leaders interagency partners and IT teams to ensure that technology solutions meet the operational needs of DOP and facilitate data-sharing with other city agencies in a secure and efficient manner.
-Ensure the agencys data strategy includes consistent data governance integrity and transparency.
Vendor & Contract Management
-Direct the procurement management and performance oversight of IT vendors contractors and service providers to ensure service delivery excellence.
-Oversee the development of IT contracts and ensure compliance with city procurement policies including software licensing hardware acquisition and vendor performance standards.
-Monitor and optimize IT vendor performance and negotiate contracts to ensure favorable terms and cost-efficiency.
Team Development & Leadership
-Lead mentor and develop a high-performing multidisciplinary IT team including system administrators network engineers security experts project managers and service desk staff.
-Foster a culture of equity innovation continuous improvement and accountability within the IT division.
-Ensure that all team members are adequately trained and prepared to meet the agencys evolving technological and operational needs.
Interagency Collaboration
-Serve as the primary liaison between DOP and city/state agencies such as NYC OTI NYC Cyber Command and NYS ITS on shared systems IT security compliance and data integration efforts.
-Collaborate with external stakeholders to ensure DOPs IT systems meet public safety standards comply with regulatory mandates and support cross-agency technology initiatives.
