Location: Washington D.C. (hybrid)

Summary/Description:

The Program Management Analyst will provide support to the project manager and management support and analysis for DHS programs.

Job Responsibilities include but are not limited to the following:

  • Analyze major and non-major DHS acquisition programs (scope cost schedule risk)
  • Draft memoranda reports white papers and briefing materials for DHS leadership and Congress
  • Conduct research on directives regulations GAO/OMB guidance and program data
  • Support program reviews working groups training sessions and meetings
  • Track and consolidate taskers through DHS Executive Secretariat system
  • Develop spreadsheets charts and governance artifacts
  • Provide administrative technical and logistical support for meetings programmatic reviews symposiums training working groups and similar events including the preparation of agendas handouts space and equipment arrangements and meeting notes
  • Coordinate with Government representatives to determine the necessary logistical requirements and coordinate as necessary with other DHS offices to plan obtain and validate the necessary space and equipment is readily available reserved and in proper working order to execute the work-related event
  • Performs other related duties as assigned

Required Education and Skills:

  • Masters degree preferred
  • Bachelors degree in business administration or a related field required
  • Minimum of eight (8) years of experience overseeing cost schedule and performance requirements of a major acquisition program or a project within a major acquisition program
  • Current Project Management Professional (PMP) certification is preferred
  • Strong understanding of program/project management principles required
  • Proficiency with Microsoft Excel PowerPoint and related tools
  • Must possess strong writing research and stakeholder coordination skills
  • Must have advanced computer skills including Microsoft Word Excel Project Visio Teams PowerPoint and Outlook
  • Must have strong analytical skills in relation to PARMs mission essential functions
  • Experience in a government contracting environment preferred
  • Demonstrates advanced level experience with standard concepts practices and procedures within the field
  • Strong leadership and motivational skills
  • Strong organizational and time management skills as well as confidence in dealing with senior executives and governmental or non-governmental officials
  • Knowledge and understanding of general financial accounting and cost accounting and ability to adhere to generally accepted accounting principles
  • Customer service: Commitment to developing positive customer relationships; competence in listening understanding and resolving customer needs promptly
  • Analytical ability: Ability to independently recognize and diagnose problems exercise judgment in arriving at logical conclusions and follow-through with timely action
  • Ability to organize necessary resources including people tools and time to meet tight deadlines achieve desired results
  • Ability to prioritize and handle project meeting deadlines

Physical Demands and Work Environment:

  • Work on-site as necessary
  • Lift up to 45lbs
  • Able to perform basic physical tasks (i.e. typing work while sitting and/or standing)
