Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

Position Overview:
In Harris County Universal Services the primary purpose of the Manager IT Project Managers role is to lead and mature the enterprise-wide project management function ensuring alignment between strategic business objectives and execution. This role oversees project governance delivery methodologies resource allocation and reporting to drive high-quality execution and continuous improvement across the project portfolio.
The Manager IT Project Managers will mentor project managers establish best practices and provide executive leadership with data-driven insights for informed decision-making.
Job Responsibilities:
Lead the establishment implementation and enhancement of project management frameworks methodologies (Agile Waterfall Hybrid) and governance standards across the organization.
Manage the project portfolio life cycle ensuring alignment with strategic goals timely execution and optimal use of resources.
Oversee a team of project managers and analysts providing coaching mentorship performance feedback and professional development.
Ensure consistent project planning execution monitoring and reporting using tools such as PPM Pro MS Project SharePoint and other project management platforms.
Facilitate portfolio-level status reviews risk and issue escalation prioritization discussions and executive steering committee meetings.
Develop and deliver regular reporting dashboards and insights to senior leadership on project health resource utilization ROI and risk mitigation strategies.
Collaborate with IT business leaders and cross-functional teams to ensure effective resource allocation change management and stakeholder engagement.
Standardize documentation practices including charters business cases project plans risk registers and communication plans.
Oversee vendor and third-party partner relationships to ensure contract compliance delivery excellence and alignment with organizational standards.
Champion continuous improvement initiatives integrating lessons learned and feedback into PMO practices to increase delivery efficiency and value realization.
Drive adoption of project management tools and ensure effective use across departments.
Support organizational readiness for audits compliance and policy alignment in collaboration with internal and external stakeholders.

Education:
Bachelors degree in Business Administration Information Technology or a related discipline.
Experience:
7 years of experience in IT project management
7 years proven experience managing enterprise-level portfolios programs and cross-functional project teams.
Knowledge Skills & Abilities:
Proven experience managing enterprise-level portfolios programs and cross-functional project teams.
Strong background in both business process improvement and technical project delivery.
Expertise in project management tools such as PPM Pro MS Project JIRA Confluence Visio and Microsoft Office Suite.
Excellent leadership communications and interpersonal skills with the ability to influence at all levels of the organization.
Deep understanding of project governance risk management and budgeting processes.
Ability to drive change foster collaboration and manage competing priorities in a fast-paced environment.
Experience managing vendor relationships and contracts for professional services or technology implementation.

Experience standing up or evolving a Project Management function within a mid-to-large enterprise.
Familiarity with Agile Scrum and Hybrid methodologies and tools.
High emotional intelligence and change management acumen.
Project Management Professional (PMP) Certification from the Project Management Institute or equivalent is desirable.

Hybrid (combination of working onsite and working from home.
The exact hybrid schedule will be determined with your direct manager).
