*This is inclusive of a 5.33% recruitment and retention stipend

Core Responsibilities:

The person in this position is primarily responsible for interacting with and providing reports to members their families/powers of attorney insurance companies and lawyers.

Duties include the following:

1. Provide claims data on specific MaineCare members to the members their powers of attorney lawyers and insurance companies as requested.
2. Provide members and authorized representatives with information on the amount they could owe the State upon their death at the members request.
3. Work with ME State DHHS Long Term Care staff statewide when a member in a long term care facility has sold property and needs to spend down their assets.
4. Identify the correct people within the Department to respond to members questions that are outside our scope and help the members connect with those people.
5. Follow HIPAA protocols whenever sharing Protected Health Information (PHI) and check with OMS HIPAA officer and/or OMS Legal Counsel when necessary.
6. Track all data requests in the units project tracking system.
7. Serve on the MaineCare Member Materials Committee.
8. Approve staff registrations into the IACS system (Individuals Authorized Access to the CMS Computer Services). This is the security system CMS uses to register users and control issuance of User IDs passwords and access to CMS web-based applications.
9. Enter Change Requests (CRs) for DSS T-MSIS and Extracts.

Minimum Qualifications:

Eight (8) years of education training and/or experience analyzing evaluating and/or developing improvements to organizational and/or managerial systems programs and practices.

Preferred candidates will also have:

Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations
Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage

The background of well-qualified candidates will demonstrate the following competencies:

1. Proficiency in using Microsoft Excel including pivot tables.
2. Demonstrated ability to learn and use new reporting systems. Basic SQL skills preferred.
3. Attention to detail.
4. Ability to communicate well one on one in meetings and in writing.
5. Good organizational skills and the ability to prioritize and switch between multiple tasks.

The Office of MaineCare Services (OMS) within DHHS administers the states Medicaid program which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work care for family go to school and participate in the community. OMS works collaboratively with other State agencies the Legislature the Office of the Governor MaineCare members health care providers and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals federal requirements and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the states Medicaid program.

The Reporting and Data Management Unit is located within the Data Analytics Division. This team is responsible for oversight of the Decision Support System (DSS) reporting tool tracking and producing reports and extracts used by others at OMS as well as other offices within DHHS Centers for Medicare and Medicaid Services and external partners.
