Project Manager 3 - Project Management (Hybrid)
Location: Austin TX 78751 (Hybrid: On-site & Telework)
Schedule: Monday-Friday 8:00 AM-5:00 PM CT (excluding State holidays)
Term: 10/01/2025 - 07/31/2026
PMP certification is required and must be listed on the resume. Proof may be requested.
Role Overview
Lead the implementation of a Budget Planning Tool in partnership with program and IT teams. Youll plan budget oversee and document all aspects of the project-facilitating meetings managing milestones and deliverables driving SDLC activities coordinating change requests tracking budget/scope and reporting status to ensure on-time under-budget delivery.
Key Responsibilities
- Build and manage comprehensive project plans; define scope schedule budget and quality measures.
- Facilitate cross-functional meetings; maintain RAID (risks assumptions issues dependencies) logs and contingency plans.
- Oversee SDLC artifacts end-to-end; ensure business requirements translate into clear technical specifications.
- Lead Agile delivery (feature-driven sprints); align assignments to timelines and track progress.
- Manage change requests scope and approvals; ensure contractual and compliance requirements are met.
- Produce concise weekly status reports and executive summaries; appropriately escalate issues.
- Foster strong relationships with sponsors stakeholders and technical teams.
Minimum Qualifications (Required)
- 10 years managing implementations across large organizations including developing/managing project plans and documenting risks issues and contingencies.
- 10 years researching/analyzing complex problems and preparing concise reports and solutions.
- 10 years overseeing SDLC processes and artifacts; driving translation of business requirements into technical deliverables.
- 10 years building strong sponsor/stakeholder relationships; excellent communication and presentation skills.
- 10 years summarizing/escalating issues; leading weekly status updates and regular team meetings.
- Proven success in fast-paced collaborative environments with strong analytical and problem-solving skills.
- Agile expertise: managing feature-driven sprints tracking development progress and ensuring alignment to timelines.
- Certification: Project Management Professional (PMP) - required.
Preferred Qualifications
- 5 years applying Agile methodologies/best practices within State of Texas agencies.
Work Environment
- Hybrid role based in Austin TX 78751 with on-site presence as needed and telework flexibility during normal business hours.
