Job Description:

The essential purpose of this position is responsible for the financial compliance monitoring and auditing of the grants. You will work closely with the budget and accounting division to ensure that the federal budgets are always up to date. And FFRs are able to be completed accurately and timely and grant monitoring is completed. This position will be monitoring the subgrantee payments of grant funds monitoring the indirect costs the agency is accruing monitoring agency admin and historical labor along with PSL to monitor staffing levels of federally funded this position you will be working closely with the budget and accounting divisions on grant expenses and execute federal funding drawdowns. This position will be reconciling grants and prepare them for closeout. You would be ensuring that all subgrantees have their risk assessment completed establish monitoring levels based on risk and establish the monitoring schedule for the subgrantees and grant managers. This position may perform on site and desk monitors reviewing documentation contracts and other materials for compliance with federal and state this position you will be creating corrective action plans for programs out of compliance with regulations and providing technical assistance. Training staff and subgrantees on financial policies conditions and regulations.

Job Duties: Reconciles multiple complex accounts determines and authorizes transfer of funds to cover agency or program expenses coordinate and execute grant funding drawdowns extracts and synthesizes data for complex financial statements and reports. Reviews and interprets data on vouchers invoices and other source documents files or databases to ensure the information is accurate and complete and in compliance with established agency policies and procedures and federal and state regulations. Reconciles this information with grant expenditures. Initiates journal entry corrections when necessary. Monitors and tracks grant funding drawdowns for excess cash on hand. Monitors and tracks agency PSL and staffing with historical labor grant administration funding indirect costs for accuracy and adequate drawdown and spending in alignment with policies and procedures and compliance with federal and/or state requirements. Work closely with budget and accounting division to ensure the federal budgets are always up to date the FFRs are able to be completed timely and accurately providing indirect costs match and income information when necessary. Ensure all Annual Risk Assessments have been completed. Develop and maintain the Financial Monitor schedule to maximize cost effectiveness and efficiency to include all team members to perform on site and desk review monitors determine allowable expenses/discrepancies/ reasonable and justified costs not only on current monitors but form an opinion when reviewing completed monitors and applications for potential subgrantees applications and project changes requests on such costs as well choose how team members provide technical assistance and if needed corrective action plan for subgrantees on various issues. Completes onsite and/or desk monitoring of programs for financial compliance with federal and/or state requirements both annual and quarterly compliance. Position reviews financial documentation submitted by subrecipient for accuracy and compliance with federal and state requirements. Position will work closely with subrecipients to resolve issues. Prepares and implements corrective action plans with programs that are non-compliance. Works with subgrantees to ensure compliance is met. Provides technical assistance to high risk subgrantees to ensure compliance with guidelines. Participates in staff review to make recommendations on budgetary and programmatic issues. Develops and presents grant management training regarding financial rules and regulations. Attends trainings and webinars to keep abreast on budgetary and programmatic changes. Participate with federal audit process liaise with external auditors assess any changes necessary. Works in cooperation with other department management on special projects requiring technical expertise and advice in financial management. Analyzes interprets and applies appropriate federal and state rules regulations and standards to ensure compliance. Knowledge of theory and practice of accounting principles practices methods and procedures. Advises management on financial matters to exchange information identify the characteristics and impact of financial conditions or problems and to formulate possible solutions. Maintain status information on grants in regard to financial matters as required for control through reviews of audit reports and ensures follow-up action is taken. Other duties as assigned within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications: Post high school coursework or vocational education in accounting finance business administration or related field OR experience performing accounting functions including interpreting and analyzing financial data.

Preferred Qualifications: Experience with state and/or federal grant management; experience with accounting and reconciling complex budgets.

Other: This position requires travel 2-3 per year. As such the incumbent must be able to present a valid drivers license or another form of reliable transportation. Regular and reliable attendance is required.



Knowledge Skills and Abilities:

Knowledge of: professional accounting principles theories and practices; generally accepted accounting principles (GAAP) practices and standards; budgeting techniques and methods; project management procedures; research practices and techniques; record keeping methods; federal and State laws and regulations applicable to accounting/finance operations; computerized accounting software.

Skill in: listening to and understanding information received; using mathematical methods or formulas to compare analyze and present data; compiling data from multiple sources into a single comprehensive document or report; reconciling ledgers.

Ability to: apply the principles of accounting statistics and fiscal management; interpret and apply State and federal fiscal policies and procedures; interpret and apply the federal code of regulations; learn and apply the principles and concepts of specific agency programs policies and operating details of an accounting system; manage funds and provide financial and budget recommendations; organize and present facts and opinions so others will understand; communicate to exchange information and ideas and to promote agency needs plans and objectives; analyze and interpret financial data and draw conclusions; plan and direct an accounting and/or fiscal management program; evaluate the soundness of financial practices and compliance with State and federal laws and regulations.
