OBJECTIVES:
Under the general direction of the Assistant Director of Parks and Recreation the Parks Superintendent performs supervision hands-on field work and administrative functions for the overall management supervision and operations of assigned city facilities and grounds. Formulates parks maintenance - related policies directs operational activities and supervises staff as well as provides support for community events. Ensures the Citys parks facilities and cemetery function safely and meet all required standards. Prepares and maintains regularly scheduled and preventative building maintenance on various city facilities within the parks system.
ORGANIZATIONAL RELATIONSHIPS:
- REPORTS TO: Assistant Director of Parks and Recreation
- DIRECTS: Parks Maintenance Staff
- OTHER: Works closely with other city employees contractors volunteers the general public and with federal state regional and local officials.
GENERAL STATEMENT OF DUTIES
The Parks Superintendent assists the Assistant Director of Parks and Recreation with the implementation of goals policies work standards and programs in a manner that ensures compliance with City and professional guidelines. Duties include but are not limited to the following:
- Supervises the work of park maintenance employees including developing work plans monitoring progress on projects interpreting policies and procedures;
- Inspection of all city parks and facilities and ensures all are in compliance with departmental and city standards for accessibility cleanliness and safety;
- Ensures preparation and maintenance of accurate records reports evaluations and proposals on current and long-range park facility needs personnel equipment and maintenance schedules; monitors agreements as they related to park maintenance;
- Assists the Assistant Director with developments related to park capital improvement and maintenance projects; coordinates contracted services; and oversees delivery of services.
- Responsible for performing the daily quality control inspections for park facilities or specific projects to ensure work is performed at established standards and staff and contractors produce an acceptable product.
- Coordinates and manages the maintenance of the City cemetery grounds plot inventory sales and general customer service duties relating to cemetery operations.
- Manages the maintenance care and appearance of the departments asset inventory relating to Park maintenance operations vehicles equipment tools and supplies.
- Performance of duties associated with a maintenance technician position;
- Monitors department employees performance morale and attendance and recommends necessary personnel actions including performance evaluations disciplinary actions merit increases and terminations.
- Assists in supporting the financial well-being of the department by performing cost control activities and monitoring fiscal operations of the department.
- Coordinates assistance of other City departments with maintenance needs;
- Regular and consistent attendance for the assigned work schedule is essential. Working varying hours and days to accommodate required overtime and/or call schedule;
- Serves as essential emergency personnel when required;
- Performs other related duties as may be assigned or required.
REQUIRED KNOWLEDGE SKILLS ABILITIES AND TRAINING:
- Knowledge of general park operations turf management tree and foliage care irrigation standards and techniques safe operations for heavy equipment and vehicles.
- Knowledge of principles and practices of construction/project management and park facility maintenance and operations.
- Knowledge of leadership/supervision of employees and effective people management techniques and practices and the ability to motivate employees;
- Knowledge of methods practices equipment and materials utilized in the maintenance construction and use of public parks open spaces and buildings.
- Knowledge in completing construction projects on time and on budget.
- Knowledge of application of organizational and department policies procedures rules and regulations.
- Skill in reading/reviewing technical documents construction plans and legal documents and for adherence to adopted ordinances and regulations applicable to the municipal code of ordinances to provide guaranteed protection of the publics health safety and welfare within a City.
- Skill in operation of vehicles boats and light equipment to perform construction and maintenance of park grounds and open space.
- Ability to prepare and assign preparation of concise and accurate reports;
- Ability to communicate effectively verbally and in writing;
- Skill in use of tablet smart phone and accessory equipment as needed to perform duties.

PHYSICAL AND ENVIRONMENTAL CONDITIONS
Lifts and carries up to 50 pounds; pulls pushes or drags up to 80 pounds of materials and supplies. Walks stands or sits for extended periods of time. Uses eyes ears hands and fingers to perform assigned duties and responsibilities. Works indoors and outdoors in extreme temperatures including heat cold temperature swings and inclement weather.
EDUCATION WORK EXPERIENCE CERTIFICATIONS AND LICENSES REQUIRED:
- High school diploma or GED equivalent
- Minimum Five (5) years of progressive responsible experience in a municipal parks department or related field.
- A valid Texas drivers license.
- Texas Department of Agriculture Pesticide Applicators License within twelve (12) months of employment.
- Structural Pest Control License within twelve (12) months of employment (Preferred)
