Job Description

Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to an assignment at the High Commissioner on National Minoritiesmust be borne by their authorities.

Candidates should prior to applying verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military economic and environmental and human aspects. It therefore addresses a wide range of security-related concerns including arms control confidence- and security-building measures human rights combating human trafficking national minorities democratization policing strategies counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically but not legally binding basis.

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies. HCNM was established to identify and seek early resolution of ethnic tensions that might endanger peace stability or friendly relations between OSCE participating States.

The Office is staffed by the High Commissioner; a Director; area teams comprising political legal and project advisers/officers; and an administrative and support team.

Adviser reports to the Section Head monitors political legal and social developments and identifies issues that need to be addressed and prepares comprehensive analyses and recommendations to the High Commissioner on national minorities conflict prevention and other issues related to the assigned geographical area.

Tasks and Responsibilities:

Under the direction of the Section Heads the successful candidate performs the following duties:

  1. Advising the High Commissioner (HC) on legal issues regarding the execution of the HC conflict prevention mandate on issue relating to the protection and promotion of the rights of persons belonging to national minorities on other issues of national and international law. Analyzing information related to national minorities in the assigned geographic region identifying issues that should be addressed including thematic priorities and formulating recommendations on the course of action to be taken in a particular situation;
  2. Providing country-specific analyses of legal developments and the promotion and protection of persons belonging to national minorities in geographical area assigned;
  3. Accompanying the High Commissioner on country visits and preparing briefing papers notes and background information prior to a visit; examining recent developments and identifying problematic areas that the High Commissioner may address in a particular country advising the HCNM during the visit on all issues raised at meetings preparing a report of the visit identifying conducting and tracking follow-up action and preparing reports;
  4. Providing input to HC speeches and in consultation with relevant advisers and project officers identifying areas where project activities can contribute to the fulfillment of the High Commissioners mandate;
  5. Representing the HCNM at seminars conferences and meetings dealing with politico-social or other issues related to national minorities as assigned presenting HCNM perspectives; representing the HCNM at closed and public meetings including delivering statements papers and speeches reflecting the position of the HCNM;
  6. Performing other related duties as required.
