Job Description

Nanyang Technological University (NTU) Centre for IT Services (CITS) seeks an experienced and dynamic Manager to lead IT Project Governance and Communication Strategy. The position also requires supporting the ITSM Process Leads in achieving ISO20000 certification.

This role offers a pivotal opportunity to shape the overall IT Governance framework and elevate CITSs communications capabilities.

Responsibilities:

IT Project Governance

  • Oversee and optimize the IT project portfolio ensuring alignment with organizational strategic goals.

  • Define track and report on key performance indicators (KPIs) and metrics for overall project portfolio performance.

  • Provide clear data-driven insights (e.g. top 10 project dashboards) to IT management for informed decision-making.

  • Establish and refine project management frameworks and methodologies.

  • Provide essential support and guidance to project teams (e.g. process training) to ensure adherence to established frameworks.

  • Championing a culture of continuous learning and improvement through structured post-implementation reviews driving better future project outcomes.

ITSM Governance

  • Support the ITSM lead in achieving annual ISO 20000 certification.

  • Develop and maintain IT Service Management (ITSM) policies and process documents in compliance with ISO 20000.

  • Plan and coordinate annual internal and external audits for ISO 20000 certification.

  • Monitor and report on ITSM performance (such as Change Management) using dashboards.

  • Collaborate with the ServiceNow platform team to implement approved ITSM processes.

  • Design and maintain the Configuration Item (CI) model for all core IT services.

  • Administer the Configuration Management Database (CMDB) for the CI service model in ServiceNow.

IT Communications

  • Develop the IT Communications Strategy.

  • Manage change communications partnering with Directors to effectively convey plans and highlight achievements to stakeholders.

  • Oversee internal communications including drafting curating and meticulously reviewing all content such as management reports.

  • Support CIOs on all external communication initiatives.

  • Cultivate and sustain a strong social media presence for the department.

  • Strengthen the NTU CITS brand identity both within the university and the broader IT community.

Requirements:

  • Degree in Computer Science Computer Engineering Software Engineering or related disciplines.

  • Minimally 8 years of relevant IT experience with a focus on IT Governance and PMO.

  • Experience in Project Management Change Management and Management Reporting.

  • Certified in ITIL ISO 20000 or PMP is desired.

  • Knowledge of ServiceNow tool is a plus.

  • Excellent interpersonal and stakeholders management skills.

  • Ability to think critically and to facilitate influence and collaborate effectively across teams.

  • Exceptional communication and presentation skills.

  • Strong analytical critical thinking and problem-solving skills.

  • Able to work independently and in cross-functional teams.
