Job Description

Job Summary:


The People and Culture Manager plays a crucial role in enhancing the overall employee experience by fostering a positive inclusive and high-performance culture while leading talent acquisition efforts for the organization. This role partners with leadership to drive initiatives related to recruitment employee engagement development performance and well-being. The position requires expertise in full-cycle technical recruiting campus recruitment program development and the ability to influence change and bring innovative solutions to the organizations people strategy.


Essential Functions:


The following duties are essential functions of this position. Employees must be able to perform these functions with or without reasonable accommodation:

  • Own the end-to-end recruitment process from sourcing and screening candidates to coordinating interviews and closing offers
  • Partner with hiring managers to understand technical roles and team requirements delivering an exceptional candidate experience
  • Proactively source candidates through LinkedIn job boards referrals networking and other creative channels
  • Conduct initial screenings and technical assessments to evaluate skills and culture fit
  • Lead and expand the Campus Advancement Program (CAP) including university partnerships internship programs and early career development initiatives
  • Develop and implement initiatives that improve overall employee engagement satisfaction and retention
  • Cultivate and nurture a positive inclusive and high-performance company culture aligned with organizational values
  • Oversee the performance management process including goal setting performance reviews feedback and professional development
  • Lead the design and implementation of learning and development programs that promote employee growth and career progression
  • Act as a point of contact for employees and managers providing support on various workplace matters and conflict resolution
  • Champion diversity equity and inclusion efforts across the organization including DEI sourcing strategies

Additional Responsibilities: Maintain and optimize the applicant tracking system (ATS) stay current on market trends and compensation benchmarks track key metrics related to recruitment and retention provide actionable insights to senior leadership manage employer branding initiatives.


Supervisory Responsibilities:


Direct Reports: May supervise Technical Recruiters HR coordinators or specialists
Management Duties: Performance management and development of team members
Budget Authority: Recruiting culture initiatives CAP program and employee engagement program budgets
Leadership Scope: Cross-functional influence on talent acquisition organizational culture and employee experience


Required Qualifications:


Education:

  • Bachelors degree in Human Resources Organizational Development Business Administration or related field required
  • SHRM CIPD or similar HR certifications preferred

Experience:

  • 5 years of experience in human resources with at least 2-3 years in technical recruiting or talent acquisition
  • Strong understanding of technical roles and technologies (software engineering DevOps data science etc.)
  • Experience managing multiple requisitions and delivering high-quality candidates in competitive markets
  • Experience driving culture initiatives and fostering an inclusive work environment
  • Demonstrated ability to work in a fast-paced evolving environment and handle ambiguity

Skills & Competencies:

  • Proven ability to source and attract top-tier technical talent
  • Excellent interpersonal and communication skills with ability to influence and collaborate at all levels
  • Strong organizational and project management skills with ability to manage multiple initiatives simultaneously
  • Experience with campus recruiting and early career program development
  • Data-driven approach to measuring recruitment metrics and improving employee experience
  • Creative problem-solving and innovative thinking in talent acquisition strategies
  • Change management expertise

Technical Requirements:

  • Proficiency in ATS platforms (Greenhouse Lever Workable Paylocity)
  • Experience with sourcing tools (LinkedIn Recruiter GitHub Stack Overflow)
  • Knowledge of HRIS systems and employee engagement platforms
  • Understanding of HR metrics recruitment analytics and reporting

Preferred Qualifications

Education:

  • Masters degree in Human Resources Organizational Psychology or related field
  • Advanced HR certifications (SHRM-SCP SPHR)

Experience:

  • Experience recruiting for startups or high-growth tech companies
  • Technical background or education in computer science or engineering
  • Previous experience building and scaling campus recruitment programs
  • Track record of successful culture transformation initiatives
  • Background in organizational development or change management

Skills:

  • Experience with employee listening strategies and pulse survey platforms
  • Knowledge of adult learning principles and instructional design
  • Familiarity with agile and high-growth environments
  • Experience with global or distributed teams


Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Sitting: Frequently (up to 6 hours per day) at desk for recruiting activities and program development
  • Standing/Walking: Frequently (up to 3 hours per day) for employee meetings campus visits and events
  • Lifting: Occasionally lift/carry up to 30 pounds (recruiting materials event supplies)
  • Vision: Constantly use close vision for resume review and computer work
  • Hearing: Constantly participate in candidate interviews and employee conversations
  • Manual Dexterity: Constantly use hands/fingers for typing and computer work
  • Communication: Constantly communicate with candidates employees and stakeholders both verbally and in writing

Work Environment:

  • Location: Atlanta office preferred; remote within U.S. considered
  • Noise Level: Moderate office environment with frequent interactions
  • Travel Requirements: 15-20% travel for campus recruiting career fairs and multi-site initiatives
  • Schedule: Standard business hours with flexibility for recruiting events and candidate availability
  • Technology: Use of ATS HRIS systems sourcing tools and collaboration platform
