Job Description

Our Requirement:

Title: Staff Officer (CIS Requirements Engineer) NATO 2030

Grade: 15

Duty Location: Brunssum The Netherlands

Requirement filling date: as soon as possible

Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan prepare and conduct operations to support NATOs core tasks at the Joint Operational level as directed by Supreme Allied Commander Europe (SACEUR).

The Support Directorate is responsible for planning directing monitoring assessing and coordinating Support staff functions. The J6 Cyberspace Division is responsible for leading the HQ in the global domain that covers Communication & Information Systems (CIS) and the information processed transmitted or stored information therein. The Communications and Information Systems Enablement Branch is responsible for managing HQ CIS capabilities including NCIA local and centrally provided services. It manages JFC/JOA spectrum responsibilities. The Headquarters Support Section is responsible for HQ Communication & Information Systems (CIS) capabilities including local and centrally delivered services. It manages the NCIA Service Level Agreement (SLA) and CIS budgets.

The incumbent is responsible for developing CIS requirements in support of other divisions and directorates.

The main duties of Staff Officer (CIS Requirements Engineer) are:

Acts as a focal point for CIS requirement development across HQ.

Performs as subject matter expert on CIS requirements development.

Participates in the production of CIS project documentation in support of other divisions and directorates including Statements of Work and Change Request Forms.

Reviews new CIS projects addressing integration aspects with respect to existing capabilities.

Interfaces with external CIS service providers regarding CIS requirements and technical planning.

Provides expert advice on CIS projects concerning the most suitable cost-effective funding resources to other members of staff.

The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes an agreement to deploy in excess of 30 days if required.

Required Qualifications are:

English good NATO Standard Language Proficiency 3333.

(Listening Speaking Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters is conducted in English.

University Degree or equivalent in management information systems accounting economics finance business or public administration operations research project management or related field / discipline.

Minimum 3 years professional experience in CIS / IT requirements. identification and management.

Minimum 3 years professional experience in Project management.

Professional experience providing CIS/IT services.

Proven knowledge of CIS concepts.

Desirable Qualifications are:

Background in budgeting fiscal accounting and contracting

Knowledge of NATO CIS concepts.

Experience in CIS network design and architecture.

Project Management certificate.

Completion of for this position relevant courses / training.

The successful candidate possesses following personal attributes:

Excellent communication skills both oral and written - able to communicate at all levels;

Very good projects management skills judgement and accuracy.

Very good interpersonal skills.

Good analytical skills.

Good problem solving skills.

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATOs areas of operation.

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3-year definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations guidance (MCMfor NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract except for the case when they have more than 10 years of service in which case they will receive an indefinite duration contract.
