Description

Position Objective: The Contractor shall provide support services as a Program Manager: Property Custodial Officer to satisfy the overall operational objectives of the NIH ORS Office of Management Services and Budget (NIH ORS OMSB). The primary objective is to provide services and deliverables through performance of scientific support services.

Duties and Responsibilities:

The Contractor shall perform tasks related to Personal Property Support Services to NIH ORS which may include but are not limited to:

Receive/Issue:

  • Verify asset during receiving process
  • Identify asset as accountable
  • Decal asset
  • Determine asset custodian and accountable user
  • Create property record in the official system of record

Manage/Disposal:

  • Complete property management actions
  • Conduct physical inventories
  • Physical movement of the asset
  • Maintain records in the official system of record and other NIH personal property systems
    • Location update
    • Transfer property ownership between Custodial Codes and/or ICs
  • Create/process Loan or Repair Pass
  • Resolve inventory discrepancies (i.e. Overages Shortages)
  • Determine loss damage or destruction of property; generate and process Reports of Survey
  • Generate and process Trade-in/Exchange Request
  • Generate and process Modification/Retag Request
  • Prepare personal property for transfer to Property Reutilization and Disposal Warehouse
    • Obtain clearance certification for the removal of data and software
    • Obtain clearance certification for hazmat equipment
  • Generate Excess Pick-up Request

Qualifications

Basic Qualifications:

  • A college degree or two (2) years of related work experience are required.
  • Must be familiar with the HHS Logistic Management Manual (LMM) and the NIH Personal Property Management Guide (PPMG).
  • Advanced computer skills and research skills are required including knowledge of the Microsoft Office Suite (i.e. Word Excel Outlook).
  • The ability to obtain a security clearance at the Non-Sensitive (Tier 1) level including Suitability Determination and National Check and Inquiry Investigation with fingerprinting within the timeframe specified in the BPA.

Minimum Qualifications:

  • Prior work in a scientific research environment for a large Federal agency as well as a firm knowledge of personal property is desired.
  • Understanding of support for and adherence to ORSs policies philosophy and procedures.
  • Adherence to the highest ethical standards working with sensitive information with absolute discretion.
