As an Appraiser in training you will participate in a formal one-year Appraiser Trainee Certification Program (ATCP) designed to prepare you for a career in personal property appraisal with the Los Angeles County Office of the Assessor. The purpose of this program is to teach you the theory of appraising and techniques of valuing personal property for assessment purposes.

The training program will be a combination of classroom instruction and appraisal field training under the direction of experienced appraisers. This combination of theory and practical experience makes for an interesting and well-rounded training will learn various appraisal methods which involve the application of appraisal principles and practices used in the valuation of personal property for assessment purposes.

Your one-yeartraining will begin at theKenneth Hahn Hall of Administration 500 W. Temple Street Los Angeles CA 90012located adjacent to Grand Park.

Essential Job Functions

Appraiser Trainee Certification Program (ATCP)Training Curriculum

  • Receives formal classroom instruction and on-the-job training in personal property theories principles and techniques aspects of personal property appraisal work property tax law assessment practice and departmental policies to provide for a fundamental basis of understanding of personal property assessment methodology.
  • Learns the three professionally accepted approaches to value and how to obtain and utilize market information needed in each of the approaches to determine their estimate of fair market value using an electronic device and course materials.
  • Under close supervisionperforms field canvassthrough the use of a field book for the purpose of discovering and appraising the taxable personal property of business owners or to otherwise account for a location.
  • Learns how to process Business Property Statements submitted by taxpayers that are required to be filed to determine the assessed value using related software applications.
  • Learns to utilize the Assessors Records property database systems and its procedures to research assessment situations evaluate taxpayer inquiries coordinate and enroll property tax assessments in order to determine the appropriate action i.e. assessment changes assessment enrollment etc.
  • Under close supervision learns techniques in valuing machinery equipment and personal property to determine assessed value.
  • Under close supervision learns to collect verify and review taxpayer files records financial and market data or related documents in order to obtain information necessary to complete appraisals and assessments.
  • Communicates with peers supervisors and members of the public in order to respond to inquiries or to gather disseminate or request information.

Field Assignment
  • Participates in continuing education regarding theories principles techniques and other aspects of assessment and appraisal work as mandated by the Board of Equalization to maintain certification.
  • Applies the professionally accepted approaches to value by collecting verifying and analyzing data such as market cost and income in order to determine a fair market value.
  • Travels to various locations throughout LA County to perform field canvasses using a field book to discover and appraise the taxable personal property of business owners or to otherwise account for a location.
  • Processes Business Property Statements to determine assessed value using related software applications.
  • Utilizes the Assessors records property database systems and its procedures to research assessment situations evaluate taxpayer inquiries coordinate and enroll property tax assessments in order to determine the appropriate action i.e. assessment changes assessment enrollment etc.
  • Communicates and collaborates with supervisors peers support staff and outside agencies in order to request gather disseminate and clarify information.
  • Reviews taxpayer files records or related documents in order to obtain information necessary to complete appraisals and assessments.
  • Communicates with taxpayers or their representatives and members of the public verbally and/or in writing in order to explain assessment policies and procedures and answer questions concerning property assessments.
  • Prepares assessments appeals cases and testifies as an expert witness at Assessment Appeals Board (AAB) hearings.
  • Audits selected commercial and industrial firms to verify business personal property costs against company books and records.

Requirements

REQUIREMENTS TO QUALIFY:
OPTION I:A bachelors degree from an accredited college or university which must include completion of six (6) semester or nine (9) quarter units in accounting courses.

OR

OPTION II:Sixty (60) semester or ninety (90) quarter units from an accredited college or university which must include six (6) semester or nine (9) quarter units in accounting courses AND two (2) years holding the County of Los Angeles payroll title of Appraiser Assistant.

Desirable Qualifications:
1) Completion of 18 semester or 27 quarter units of accounting courses including a course in auditing.
2) A valid and permanent certification of Appraiser issued by the California Board of Equalization.

3)A bachelors degree from an accredited college or university in business accounting finance management real estate economics or related field.

WITHHOLD INFORMATION
No withhold will be allowed. Requirements must be fully met at the time of filing and clearly indicated on the application.

CERTIFICATION REQUIREMENTS
You will need to meet Property Tax Appraiser certification requirements established by the California State Board of Equalization within one (1) year of employment.

PHYSICAL CLASS
Physical Class II Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

LICENSE
A valid California Class C Driver License is required at the time of appointment.

Successful applicants for positions that require driving must obtain and present a copy of their driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicants driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended restricted or revoked.

Part I Multiple Choice assessment:


Only those candidates who pass the Part I with a score of 70% or higher will proceed to Part II weighted 100%. Part I is not reviewable by candidates per Civil Service Rule 7.19.


Part II Structured Interview - assesses:

Candidates must meet the requirements and achieve a passing score of 70% or higher on each test part in order to be placed on the eligible list.


TRANSFER OF TEST COMPONENTS

If you recently took identical components for other exams the test responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams and your responses could be transferred to that exam. Applicants applying for Appraiser/Real Property (G1962AH) and Appraiser/Personal Property (G1962AI) simultaneously will only be allowed to take Part II (Structured Interview) once.


TEST PREPARATION

We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test we recommend reviewing all related materials that seem necessary.



ELIGIBILITY INFORMATION

Candidates who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. We will use this list to fill vacancies as they occur.


VACANCY AND JOB APPOINTMENT INFORMATION

As a condition of employment appointees must successfully complete the ATCP. Appointees must successfully pass the twelve (12) month probationary period and comprehensive final certification examination. Failure to pass will result in release of employment as an Appraiser.


Willingness Requirement:
As part of your field training you will be assigned to any of our locations and can be moved to a different location upon completion of the ATCP. There is no guarantee that we will be able to accommodate your preference in location during or after field training. Therefore you must be willing to work in any of the locations listed.
