About the Work Unit
Transportation agencies are currently in the midst of a once in a century opportunity to bring about transformational technological change to our aging transportation system and revolutionize it for the twenty-first century. CDOT is committed to preparing and enabling that change as it promotes the safety and efficiency of our roadways. Created in 2019 the Office of Innovative Mobility at CDOT focuses on increasing multimodal transportation options to help decrease congestion emissions and improve safety on our roadways. The Office focuses in four key transportation areas: electrification mobility services mobility technology and transit and rail. Each key area provides policy and strategic guidance throughout the CDOT and the State of Colorado to improve the safety and efficiency of our roadways by leveraging both traditional and new and emerging technologies.
The Division of Transit and Rail (DTR) which reports to the Office of Innovative Mobility (OIM) at CDOT is responsible for the planning development finance operation and integration of transit and rail services into the statewide transportation system. The Division in coordination with other transit rail and mobility providers plans promotes and implements investments in transit and rail services statewide.
About the Position
As one of CDOTs Transit and Mobility Grants Project Managers classified as Project Manager I you will either be on the pre-award team or the post-award team. Together these teams manage the full portfolio of state and federally funded transit and mobility grants within OIM from Notice of Funding Availability (NOFA) to project closeout.Draft and issue Notice of Funding Availability (NOFAs) for all state and federal funds administered through OIM. This includes development and execution of a NOFA process evaluating responses recommending awards and preparing documentation for contracts for subrecipients for state and federal funds.
Coordinate with internal partners division leadership and peers to properly evaluate award and contract projects in a timely manner that is compliant with federal and state law.
Provide specialized expertise in distributing Federal Transit Administration (FTA) and state transit and mobility funds in a way that maximizes the utility of the funds with the projects that are proposed by subrecipients.

Provide oversight administration and technical support for all grant recipients on projects that have been issued a notice-to-proceed including but not limited to administration operating mobility management planning rolling stock and capital equipment capital construction service planning expansion and other innovative mobility opportunities.
Manage and direct adherence and compliance with all FTA and other state and federal regulations for assigned projects and agencies. This includes preparing and maintaining project documentation monitoring and reporting project spending and status tracking accomplishments versus operational requirements resolving issues and change initiatives conducting risk analysis contract oversight and ensuring that all deliverables are on time and on budget.
Provide specialized expertise in deploying FTA and state transit programs and initiatives and oversee projects throughout the entire project lifecycle using established best practices strategy creativity logic and established methodology.
Provide a high level of customer service to transit agencies and other grant recipients including prompt communication technical assistance regulatory guidance and liaising between agencies and CDOT or external staff
