The School of Continuing Education one of the eight Faculties/Schools/Academy of the University and a major provider of continuing and professional education in Hong Kong offers a wide range of full-time and part-time programmes at the post-secondary undergraduate and postgraduate levels for young learners and working adults. It also provides in-house training and short courses to meet the community needs and market demands. Operated on a self-financed basis the School and its College of International Education currently employ about 400 full-time staff and 500 part-time instructors. The School is inviting applications for the following position:
Senior Information Technology Manager (Application and System Development) School of Continuing Education ()
Responsibilities:
- Report to the Head of Information Technology of the School and play a key role in development of large-scale IT implementation projects;
- Engage and manage diverse internal stakeholders including students academic divisions and administrative departments to ensure that all development efforts align with the Universitys strategic objectives;
- Collaborate with internal users to understand their requirements and translate them into user stories for workflow in various system implementation;
- Identify evaluate and supervise third-party vendors and consultants including contract negotiation and compliance monitoring;
- Analyse data and generate insights to inform decision-making and drive continuous improvement;
- Identify opportunities for process improvements and automation to enhance efficiency and user satisfaction;
- Keep abreast of advanced technology and assess the applicability to teaching and learning activities of the School;
- Provide mentorship to subordinates on the technical aspects of system implementation enhancing their technical skills and deepening their industry insights;
- Provide consultation services and ongoing support and maintenance to internal users and external hires on IT services; and
- Perform other IT projects and assignments as assigned.
Requirements:
- A recognised bachelors degree or higher in an IT-related discipline;
- At least 10 years of relevant proven experience with at least 5 years leading the development team in systems design development and project management of enterprise-level information systems;
- Experience gained in a higher education environment will be an advantage;
- Proven experience in project management particularly in managing large-scale system migrations and implementations;
- Ability to work independently and coordinate the work of others;
- Solid proficiency in at least 3 of the following programming languages such as PowerBuilder Java PHP Python and RESTful API;
- Strong technical skills are required in designing databases optimising performance and writing stored procedures for MS SQL Server MySQL and Sybase;
- Practical experience with PeopleTools PeopleQuery and BI reporting tools is preferred;
- Knowledge of cloud infrastructure and experience with low-code programming platforms would be beneficial;
- Project Management Professional (PMP) certification or equivalent and demonstrated experience in the Agile project management methodologies preferable;
- Excellent time management and problem-solving skills; and
- Excellent written and verbal communication skills in English and Cantonese.

The initial appointment will be offered on a fixed-term contract ending in August -appointment thereafter will be subject to mutual agreement and availability of funding.
Salary will be commensurate with qualifications and experience.
