POSITION SUMMARY
Reporting to the Manager of Engineering the Senior Civil Engineering Technologist is responsible for providing clear direction overseeing technical reviews and reporting related to development applications and infrastructure projects ensuring they conform to WFN laws policies and best practices. This position requires strong leadership decision-making skills and accountability.
EDUCATION/EXPERIENCE
- Diploma in Civil Engineering Technology or a related field with professional technical accreditation
- Certification or registration as a Civil Engineering Technologist with the Applied Science Technologists and Technicians of British Columbia
- Minimum of 7 years of progressive experience in civil engineering experience with demonstrated experience in land development construction and municipal infrastructure
- Minimum of 2 years of experience in a supervisory role
- Engineering and development process experience in a Municipal/First Nation setting
- Project Management Professional (PMP) designation an asset
- Equivalent combination of education training and experience may be considered
REQUIREMENTS
- Criminal Record Check with results acceptable to WFN
- A valid Class 5 BC Drivers License with an acceptable drivers abstract
- Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation
JOB DUTIES/RESPONSIBILTIES
- Provides leadership mentorship and technical guidance to the engineering team fostering professional development and team growth
- Acts as a key liaison between internal teams external contractors consultants and government agencies to facilitate seamless project delivery
- Provides high-level technical input and makes informed decisions regarding design methodologies construction techniques and material selection
- Champions best practices in project management risk mitigation and sustainable engineering solutions to enhance overall project performance
- Provides technical reviews of development applications and other projects ensuring submissions are designed according to WFNs laws policies industry best practices and long-term strategic goals
- Oversees and coordinates multidisciplinary project teams ensuring effective collaboration resource management and adherence to project timelines
- Leads the planning and execution of complex projects
- Conducts site visits field inspections and contract administration duties
- Interprets and applies relevant legislation and policies in the review of development applications and construction plans
- Manages workload project budgets and schedules while maintaining clear and proactive communication with staff and council
- Supports the enforcement and administration of applicable laws and regulations including Subdivision Development and Servicing Law Land Use Law Building Codes Sanitary Sewer Regulations Water System Regulations and other applicable WFN Laws and Policies
- Preparing and presenting technical reports to Council WFN Staff and Stakeholders when required
- Collaborates with planning building and utilities departments to ensure proposed developments projects and decisions align with WFN laws and policies and strategic direction
- Performs all duties and responsibilities in accordance with the Westbank First Nation policies standards and procedures and as assigned by the Manager of Engineering
KNOWLEDGE/SKILLS/ABILITIES
- In-depth understanding of civil engineering principles standards and practices
- Strong technical knowledge of the development applications process and reviews
- Proficiency with computer applications including AutoCAD Civil 3D Graphic Information Systems MS Office and other similar software
- Proven ability to learn new procedures and techniques to develop new skills is able to multitask and is highly organized
- Strong interpersonal conflict resolution skills and communication skills
- Knowledge of applicable Westbank First Nation municipal provincial and federal legislation codes and regulations
- Working knowledge of the history of colonization in Canada and its ongoing impact on modern issues affecting Indigenous Peoples
- Working knowledge in communicating with Indigenous Peoples demonstrating sensitivity and empathy and awareness of how language choices can influence and impact conversations
