Description

The Head of Finance has overall responsibility for the financial reporting outputs of Transport Scotland including monthly reporting and the production of the Annual Report and Accounts for the support of operational processes and information to inform financial decision making by Senior Management and by Ministers.

The postholder will be a member of the Directorates senior management team leading the finance team and supporting the Director and Chief Executive.

The role sits within Transport Scotlands Finance and Corporate Services Directorate which also includes Sponsorship Corporate Services and the Portfolio Finance Divisions. FCS makes up one of eight Directorates in TS. Teams reporting into the Head of Finance role include financial accounting/reporting and finance business partnering.
Responsibilities

Financial Assurance

  • Lead the Finance Team to support robust financial management of the agencys budgets and provide accurate timely and appropriate financial information to TS Senior Management SG Finance and Ministers deputising for the Director of Finance & Corporate Services as required.
  • Provide oversight and support to the Senior Financial Accountant in producing and developing the Annual Report and Accounts in accordance with agreed timescales and in accordance with appropriate regulations and guidance.
  • Oversee engagement with Internal and External Audit and scrutiny to provide appropriate assurance.

Financial Control

  • Lead the provision and development of effective financial control supporting and directing finance business partners and management accountants developing awareness of drivers of financial performance to date and accurate forecasting and outturn reporting.
  • Provide financial advice to support achievement of objectives within available resources.
  • Identify lessons learned and lead on the implementation of any required actions to improve financial performance assurance.
  • Lead ongoing implementation work around the Oracle system.

Financial Planning and Strategy

  • Robustly assess projections of future expenditure and ensure regular updates to the long-term financial planning documents to support corporate and SG budgeting risk management and long-term financial planning.
  • Support the Transport Portfolio Finance team stakeholders and Ministers by engaging in the budget setting process contributing to development of applicable documents and advice.

Improving Performance

  • Develop and maintain effective working relationships across FCS TS Directorates sponsored bodies and the SG engaging with stakeholders to understand financial issues and provide effective and accurate financial advice contributing to financial planning control and assurance.
  • Support the Director of FCS and other senior managers to champion and implement strategic plans that are aligned to the agencys corporate transformation ambitions including in areas such as resourcing prioritisation and workforce planning.

Governance

  • Support the Director of Finance & Corporate Services through provision of assurance to the Audit and Risk Committee and Risk Management Group. This will include ensuring that governance is appropriately documented communicated reviewed and accurately reported.


Responsibilities
Qualification:
Financially astute CCAB qualified (or equivalent) with up-to-date CPD strong technical accountancy and financial management skills and knowledge of public sector budgeting and accounting frameworks.

Working Pattern
