Division of Facilities Management - Southern District

The Division of Facilities Management exists to plan design construct operate maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe sanitary and effective environment for clients youth residents consumers and staff and enhances the quality of life in CDHS facilities and campuses.

Facilities served: Colorado Mental Health Hospital in Pueblo (CMHHIP) Pueblo Regional Center (PRC) Division of Youth Services (DYS) - (Zeb Pike Spring Creek and Pueblo) and the Veterans Community Living Centers in the southern district. Total Facilities are approximately 2 million sq. ft. at multiple sites in over 110 buildings.

Description of Job

This position provides technical locksmith and security lock control services to the Colorado Mental Health Hospital in Pueblo (CMHHIP) Pueblo Regional Center (PRC) Division of Youth Services (DYS) - (Zeb Pike Spring Creek and Pueblo) and the Veterans Community Living Centers in the southern district. These services include designing upgrading installing maintaining and repairing highly complex safety and security door control locking systems electronic door control systems. Also provide locksmith services to include: mortise lock repair and maintenance key hierarchy management for key structure control cutting keys developing new key and pinning structures to meet specific site or area access control needs creating new fleet vehicle keys maintaining and servicing elevator access control key core and key structures/systems and managing the Keystone key management software database to include all keys issued and key core pinning structures. This position does not provide a variety of electronic maintenance activities; the primary role is as a Locksmith.

Primary Job Duties:

  • Repair of mortise cylindrical lock and door Hardware.
  • Perform general and routine locking system maintenance functions in all Southern District Facilities. Respond to locksmith and door system work requests phoned into the maintenance dispatch desk during normal operating and after hours.
  • Meet with customers to determine what can and cannot be done within the facility to meet security and code requirements regarding door control changes.
  • Repair and maintain mortise locks keys door closers and panic hardware hinges and strike plates. Repair maintain and install locks keys and hardware assemblies on medical cabinets drug cabinets and interior Millwork.
  • Calibrate and adjust automatic and hydraulic door actuators closures and fire door coordinators in accordance with NFPA and ADA guidelines.
  • Install adjust and modify hollow wood solid wood and hollow metal and reinforced metal doors as required.
  • Determine door and door hardware requirements per code and regulatory requirements.
  • Adjust door hinges to allow doors to close properly adjust door closers to conform to ADA requirements.
  • General repairs of key cutting machines to include adjustment and calibration of machines to cut correctly.
  • Making sure work is done properly and to a high standard of excellence.
  • Making sure that the proper PPE (personal protective equipment) is being used.
  • Making sure that the job is performed in a journeyman-like professional manner.


Repair of electronic locking systems

  • Maintain troubleshoot repair and install all security electronic locking systems and equipment in compliance with manufacturers recommendations local codes Health department Joint Commission and ACA standards. Including both hardware software and cabling for electronic security door locks and control.
  • Meet with customers to determine what can and cannot be done within the facility to meet security and code requirements for new construction modifications and during equipment breakdowns.
  • Programing and troubleshooting of proximity and smart card locking systems.
  • Repair and maintain specialized security locking systems which include; electronic locking solenoids door position switches security door alarms and related locking electronic hardware.
  • Making sure work is done properly and to a high standard of excellence.
  • Making sure that the job is performed in a journeyman-like professional manner.


Staff Training

  • Trains staff on uses and operations of manual and electronic locking systems.

  • Equipment Evaluation

  • Specify and evaluate conventional and electronic equipment used for safety and security of our customers. To include estimates of material list and ordering of parts required for installation of equipment.

  • Evaluate keying requests for compatibility in key hierarchy.

  • Perform data input into Best Keystone software as required to maintain lock system accuracy for all DHS facilities. Verify core pinning schemes match room locations within buildings and software databases.

  • Locking protocols to maintain security status within maximum medium and minimum security environments. Coordinate and train locking schemes with all customers.


Other Duties as Assigned

  • Performs other duties as assigned.

  • Duties may be performed at several different sites requiring driving of Statevehicles from site to site.

  • Snow Removal.


This is a full-time in-person essential position that is required to respond in person after hours to perform essential and/or emergency services of the agency in a timely manner.

Essential Positions. Positions that perform essential law enforcement highway maintenance and other support services directly necessary for the health safety and welfare of patients residents and inmates of state institutions or state facilities. Employees in essential positions can be only FLSA non-exempt and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.


Call Back applies when an eligible employee is required to report to work before the start or after the end of a scheduled shift. If there is no release from work between the call back hours and regular shift it is considered a continuation of the shift and call back does not apply. When call back applies a minimum of two (2) hours of the employees regular base pay is guaranteed. Eligible employees are those who are eligible for overtime and any call back time is counted as work time.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications:

Applicants must have one year of experience locksmithing that included working with mortise locks cylindrical locks pinning/cutting keys and electric locks. Ensure this experience is detailed in the Work Experience section of your job application.

Substitution:
Education that relates to this position will substitute for the required experience on a year-for-year order to utilize this substitution you must attach a copy of your transcripts/apprenticeship to this job application. Your unofficial transcripts/certification of completion must include your name college/school name type of degree/certification received and date the degree/certification was received/conferred.

Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications. Be sure your application specifically addresses your qualifications experience work products and accomplishments as they relate to the position and minimum requirements.

Preferred Qualifications:

  • Experience with mortise BEST systems;
  • Experience troubleshooting and repairing electronic locks;
  • Experience working in a secured environment (prison jail mental health settings etc.);
  • Experience with door preparation to include hanging and door adjustment;
  • Experience working with anti-ligature locks;
  • Experience working with BEST-Keystone lock software.
  • Certification as a Locksmith (Attach your Locksmith Certification to this job application.)

Conditions of Employment:
  • A full pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions conviction of crimes of moral turpitude or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges.
  • Must be willing to submit and pass a full background check.
  • Must possess and maintain certification as a Locksmith within 9 months of hire.
  • Must possess and maintain a valid non-restricted Colorado drivers license.
  • Travel This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools to perform daily duties. Travel to training and meetings. On occasion this position travels to other districts.
  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
  • Must successfully pass a Tuberculosis (TB) test.
  • Must be available for call back to perform essential and/or emergency services without delay and/or without interruption..
  • May be required to work various hours for coverage weather related issues and essential/emergency services outside of normal business hours.
  • Use Handling or Exposure to hazardous materials Explain: Proximity to moving mechanical parts Exposure to toxic or caustic chemicals. Exposure to electrical shock and or working in high exposed places.
Former State employees who were disciplinarily terminated or resigned in lieu of termination must:
  • Disclose that information on the application.
  • Provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
  • Provide the employee number from the applicants prior State employment. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
