The Building Services Manager oversees the Building Services Division and ensures City facilities under their direction are clean safe and operating at a high level of comfort and efficiency. Through a team of building maintenance technicians and custodians under their supervision the Manager oversees coordinates and administers contracts for routine cleaning building maintenance and repairs.
Essential Functions
Develops plans and strategies and oversees purchase maintenance and upkeep of all items related to building maintenance and custodial duties at assigned facilities.
- Coordinates and/or performs routine inspections of buildings grounds and equipment at assigned facilities on a regular basis to identify needed repairs and maintenance.
- Establishes and recommends priorities for repair projects.
- Estimates cost of repair projects.
- Develops and implements preventative maintenance strategies.
- Manages work order system and assigns work orders maintaining oversight of overall priority and cost.
- Monitors HVAC operating systems and controls in assigned facilities reports any issues or repairs needed to the appropriate supervisor and coordinates needed repairs.
- Understands appropriate building code and licensing/permitting requirements and ensures compliance on all self-performed projects.
- Recognizes and corrects safety concerns and maintenance needs in a timely manner.
Supervises performance of building maintenance and custodial staff/supervisors.
- Sets goals and objectives for the division and delegates responsibilities to accomplish the divisions mission.
- Develop and implement on-going recruitment training and performance evaluation of building maintenance and custodial staff.
- Develops new procedures as needed and assures that established procedures are carried out safely and efficiently; reviews and recommends policy personnel and procedural changes.
- Routinely consults with other division heads and facility managers to establish the level of service required of Building Services staff at each assigned location.
- Hires and trains staff members as needed.
- Provides supervision and oversight of applicable staff.
- Coordinates schedules of applicable staff.
- Administers City of Manhattan Policies and Procedures in a consistent manner.
- Ensures employees supervised demonstrate productivity competence and high morale as well as utilize employees skills and abilities.
- Conducts performance planning and evaluations for employees in a timely manner to include development of goals objectives and deadlines.
- Resolves routine personnel issues or problems.
- Leads and manages staff with clear and consistent communications.
Advises on the hiring of contractors and bidding of projects to perform certain building maintenance or repair services.
- Prepares bid documents solicits proposals and quotations and administers building repair and maintenance contracts.
- Meets with design professionals contractors and vendors as needed to facilitate special projects or repairs at assigned facilities.
- Review project drawings and plans for new facilities and facility renovation projects.
- Assist with commissioning of new facilities and administration of punch lists and warranty repairs as needed.
Prepares and administers annual budget for Building Services Division and contributes to other division facility budgets.
- Identifies and implements cost-saving measures related to building management including procurement practices service contracts and energy efficiency.
- Maintains accurate and timely record of financial transactions.
Attends appropriate staff and committee meetings.
- Maintains accurate records of work performed including materials equipment and personnel hours. Prepares memos and reports on work completed cost of work materials used and labor expended.
- Stays up to date with trends and best practices in building maintenance and facility management including products equipment construction methods and energy efficient building systems.
- Assists with building repairs as needed emphasizing these opportunities for staff training.
- Performs other duties as assigned.
