Position Description

ATSG is presently identifying candidates for a Specialist Advisor III: Police Education Advisor. The Specialist Advisor III: Police Education Advisorwill join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Central America Regional Security Initiatives (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort provides funding for the USG to assist the governments of the CARSI countries with police professionalization justice sector reform counter narcotics efforts border security management crime and violence prevention and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Guatemala City Guatemala; Monday through Friday 40 hours per week.

Duties and Responsibilities

  • This position is in Guatemala City Guatemala but in-country and international travel may be required.
  • Provide technical and pedagogical advice as requested by the host government institutions related to police education and preparedness activities including recruitment screening selection and assignment activities for the Guatemalan National Civil Police (PNC).
  • Identify the knowledge skills and abilities required for law enforcement excellence especially for specialized units that require specific subset of requirements.
  • Work under the direction of the Police Education and Training (PET) program manager.
  • Lead and oversee the process to screen candidates for U.S. law enforcement vetted units to consider for incorporation including and not limited to identifying academic excellence examining police performance evaluating performance evaluations and reviewing instructors assessments.
  • Work closely with the academic authorities of the Subdirection of Studies and Doctrine of the PNC (directors academic coordinators etc.) to assess the academic records of the current graduating class in order to identify candidates who meet the qualifications of vetted unit membership.
  • Review revise finalize and implement training materials of the PNC Academy in conjunction with INL and Guatemalan PNC counterparts.
  • Create strategies for achieving steps necessary for PNC academy accreditation according to international standards.
  • Provide subject matter expertise advisory services and coaching to PNC Academy counterparts in order to increase professional standards and readiness of officers.
  • Develop monitoring and evaluation plan for police education activities.
  • Identify strategies for strategic human resource planning collaborating with the Strategic Committee for Police Future and Innovation on institutional improvements to the police academy police career development and police performance.
  • Provide a weekly brief of the work being performed with the counterparts to Law Enforcement Readiness and Operations (LERO) Program Officer and members of the Police Education Training (PET) team.
  • Provide a monthly work report to LERO Program Officer and PET team indicating not only duties performed but their relation to the advancing project objectives and goals and also addressing suggestions to improve police education and preparedness.
  • Consultant will provide documents containing educational studies opinions plans draft evaluations and other reports prepared and presented as a result or product of the technical advice provided through this order.
  • Hours for contract will be the core hours of the Guatemalan government with no more than 40 hours maximum per week.
  • Supports LERO monitoring compliance as required including timely accurate data entry into the INL Data Driven Decision Making Platform DevResults or other monitoring platform.

Minimum Qualifications:

  • Local National
  • Contractor background investigation and RSO clearance
  • FSI level 3/3 Spanish FSI level 2/2English.
  • Bachelors degree in international relations law enforcement public policy or related field ten (10) years professional experience can be substituted
  • Ten (10) years experience in the police education police service or instructional design
  • Two (2) years of experience working overseas in an embassy environment
  • Experience briefing in Spanish and English.

Preferred Qualifications

  • University Law degree in Legal or Social Sciences Six (6) years experience working with Guatemalan law enforcement.
  • Demonstrated expert knowledge of adult education and police science.
  • Demonstrated experience on instructional design training delivery and adult development.
  • Experience in teaching to adult audiences.
  • Superior interpersonal skills.
  • Knowledge of law enforcement sector host government institutions functions and jurisdictions.
  • Knowledge on the background and implementation of the Judicial Mediation System in Guatemala.
  • Experience working with and building consensus among high-level contacts within the communities host government and indigenous leaders.
  • Experience in program development implementation management monitoring and evaluation along with documenting and communicating impact of program activities.
