The County of Riversides Department of Public Social Services Childrens Services Division is seeking a qualified Administrative Services Manager II who will be assigned to Harmony Haven Children and Youth Center in Beaumont CA.
All applicants for positions at Harmony Haven Children and Youth Center must meet the age requirement of at least 21 years of age as required by the Transitional Shelter Care Facility Operating Standards by the California Department of Social Services. Applicants who are under 21 years of age are not eligible for positions within Harmony Haven but may be eligible for positions in other divisions or departments.
The Harmony Haven Children and Youth Center operates as a 24-hour 7-day-a-week temporary transitional shelter for foster youth with complex care needs. The Administrative Services Manager II will be responsible for meeting growing demands in providing guidance to staff regarding licensing requirements for providing specialized care and supervision of foster youth and provide an essential role in the support and development of regulatory standards.
The Administrative Services Manager II will report directly to the Executive Director of Harmony Haven Children and Youth Center. The Administrative Services Manager II will be responsible for but not limited to developing policies revising program statements and SOPs submitting daily executive reports and managing monthly CDSS/CCL compliance reporting; manage a diverse administrative staff engaged in policy and program development; interpret and apply applicable laws regulations and operating standards; provide daily reporting summaries of operations to the County Executive Office; manage program budgets and finances; manage Community Care Licensing (CCL/CDSS); coordination with state agencies for auditing purposes.
The ideal candidate will have strong knowledge in child welfare services foster care community residential care and Title 22 regulations. Supervisory and/or management experience for a nonprofit or public agency is preferred.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3 Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position manage other employees or programs and have significant influence on the achievement of organizational objectives
Meet the Team!
Plan organize and direct the administrative activities of a County department including support activities such as procurement physical plant operations and contract administration; plan and direct personnel activities of the department; interview hire train and evaluate the performance of subordinate staff; represent the department on grievances and disciplinary matters.
Act as a member of the departments management team; participate in the development and implementation of operational and administrative policies; participate in the development of new programs to facilitate long and short-term strategies and financial plan objectives; coordinate activities with other divisions departments public entities and agencies in order to ensure that administrative and fiscal objectives are achieved.
Direct the departments accounting fiscal and budgetary matters; prepare written justification for budget proposals; explain and defend proposals and alternatives to top managers or committees; recommend transfer of funds within an organization at times of budget short fall; authorize payment vouchers requisitions and a variety of fiscal reports and expenditures; recommend actions to balance the budget; produce various fiscal and financial reports.
Serve as the departments liaison to County and state agencies in fiscal personnel and administrative matters; act as liaison to County Internal Service Fund Departments.
Monitor progress of legislation on departmental programs finances and operations; may lobby for legislative changes.
Advise and make recommendations on the organization or reorganization of departmental work units; conduct studies and prepare reports on departmental operations and systems; direct the resolution of complex departmental administrative problems.
Education: Graduation from an accredited college or university with a bachelors degree preferably with a major in accounting business or public administration information services finance or a closely related field to the assignment. (Administrative paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Three years of professional administrative experience which must include a minimum of two years providing supervision to staff performing administrative functions.
Knowledge of: Principles and practices of supervision; principles of public and business administration; organization fiscal management and personnel management; budget preparation and control; administrative problems involved in operating a governmental department with several subdivisions and programmatic areas; methods and techniques for conducting analytical studies of administrative and management practices; legislative processes of the County state and federal governments; practical application of computers and peripheral equipment.
Ability to: Develop and install new methods and procedures; direct a program of organizational and procedural analysis and put into practice effective improvements; perform budget analysis preparation and monitoring; research analyze and make recommendations on administrative management and procedural practices; maintain cooperative and effective working relationships; plan organize and direct the work of an administrative organization; prepare clear and concise written and oral reports; make effective presentations of conclusions and recommendations orally and in writing; direct supervise train and evaluate performance of subordinate employees; effectively delegate responsibility.
Other Requirements
License: Possession of a valid California Drivers License is necessary at the time of hire and must be maintained throughout employment. County vehicles may be available but are not guaranteed. Employees may be required to use their own vehicles for field travel. Mileage reimbursement is available when using a personal vehicle for County business.
First Aid and CPR certifications are completed with the department within one month of hire and must be maintained throughout employment.
In addition 24 hours of initial training and other department training is required per Transitional Shelter Care Facility Operating Standard.
Per California Health and Safety Code (HSC) 1562 must be at least 21 years of age.
