JOB CLASSIFICATION: Social Services Specialist IV
What youll be doing:
This position exists to support the Program Integrity Manager in implementing program integrity strategies and programmatic directives in the county administration of the CCCAP by providing support and technical assistance recommending county training needs and performance improvement initiatives and monitoring program improvement plans and corrective action measures based on guidance outlined in federal and state regulations state statute the State Plan the MOU CCCAP regulations to ensure the appropriateness of benefits and services delivered by the 64 county departments of social/human services.
Providing proactive support for county departments through technical assistance tools resources assessment and business process reengineering and providing recommendations to CCCAP leadership for performance improvement and/or corrective action plans.
Completes monitoring activities including county visits and performance monitoring to investigate county practices to ensure issues problems or violations are not occurring or to expose problems and violations that were not previously known and communicates outcomes verbally or in writing to the CCCAP Program Integrity Manager and other managers as needed;
Interview county CCCAP staff regarding eligibility processes business office provider tasks and audit payments and make recommendations for payment issues to the CCCAP Compliance and Monitoring Specialists and CCCAP Program Integrity Manager;
Recommend actions to be taken by county staff to correct problems and violations when discovered and monitors adoption of recommendations to ensure future compliance;
Delivers technical assistance or training using the CHATS Help Desk email telephone in-person meetings webinars or the creation of manuals and desk aids;
Coordinates with the division training and instructional design team to develop training in response to recurring or frequent technical assistance needs
Updates CCCAP materials and forms including format and content in response to issues that create inefficiencies or ineffectiveness in the CCCAP by counties or clients;
Recommends changes to rules or processes that enable higher compliance standards;
Develops content for monthly CHATS Users Group the CCCAP conference and other stakeholder meetings to address compliance issues or process and policy changes;
Collects county department data and drafts reports as requested by the CCCAP Program Integrity Manager.
This position supports the CCCAP Program Integrity team by ensuring fidelity in PI monitoring procedures and reports including monitoring and analyzing data for performance risk assessments audit responses county-level reviews and fraud prevention and detection.
This position must work with the CCCAP Program Integrity Manager Program Integrity team and other CCCAP staff to determine the statewide focus for fixes distribute this information to counties and track the progress and resolution of QA items.
This position will coordinate with the CCCAP Data Analyst to confirm the accuracy of reports and monitoring tools.
Provide technical assistance to county staff regarding the implementation of the CCCAP program and technology solutions used to implement CCCAP;
Develop a county monitoring schedule in coordination with the CCCAP Compliance and Monitoring Specialists and plan all of the logistical details for county monitoring visits; and plan logistics for training and technical assistance activities which may include meetings webinars technology testing (UAT) or other methods used to provide support to county staff providers and clients.

Residency Requirement:

Education and Experience:A combination of related education and/or relevant experience in an occupation related to Human Services Social Services Early Childhood programs and/or Quality Assurance of these programs which is equivalent to seven (7) years.

DEFINITION OF PROFESSIONAL EXPERIENCE:
Work that involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore extend and use additional discoveries interpretations and application and to improve data materials equipment applications and methods.
