The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive community-informed data-driven high-quality and equitable early childhood system that supports the care education and well-being of all Colorados young children their families and early childhood professionals in all settings. CDEC provides access to collaborative coordinated quality early childhood programs and support to children families and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners including parents schools child care providers Early Childhood Councils counties Community Centered Boards early intervention service providers family resources centers county human services county public health businesses community organizations and other stakeholders to provide high-quality early childhood and family support programs.

The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working searching for employment are in training or secondary-education programs or are participating in the Colorado Works Program or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working searching for work or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers preschools child care homes and before and after school programs.

JOB CLASSIFICATION: Social Services Specialist IV

What youll be doing:

This position exists to support the Program Integrity Manager in implementing program integrity strategies and programmatic directives in the county administration of the CCCAP by providing support and technical assistance recommending county training needs and performance improvement initiatives and monitoring program improvement plans and corrective action measures based on guidance outlined in federal and state regulations state statute the State Plan the MOU CCCAP regulations to ensure the appropriateness of benefits and services delivered by the 64 county departments of social/human services.

Minimum Qualifications

Experience Only:

Seven (7) years of relevant experience in an occupation related to Human Services Social Services Early Childhood programs and/or Quality Assurance of these programs.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to Human Services Social Services Early Childhood programs and/or Quality Assurance of these programs which is equivalent to seven (7) years.

Preferred Qualifications:
  • Colorado State Relevant Experiance
  • Experience working with the Colorado Child Care Assistance Program (CCCAP) or other public assistance programs
  • Experience in an Early Childhood setting.
  • Experience/Familiarity with CCCAP rules and regulations.
  • Demonstratable experience reviewing the work product of staff to ensure they meet expected deadlines and ensure deliverables meet quality and accuracy expectations align with CCCAP requirements regulations and principles and ensure directives to counties meet program expectations.
  • Demonstrable experience working with partners to establish deadlines and monitor deliverables to ensure timely completion of tasks within the required timeframe.
  • Demonstratable experience conducting monitoring and compliance activities and overseeing county operations for adherence to applicable federal and state directives and applicable county policies regarding county eligibility determinations providers CHATS data entry and fraud prevention and detection through county monitoring visits case reviews reviews of county-level reviews and data reports
  • Knowledge of CHATS and/or ATS systems

DEFINITION OF PROFESSIONAL EXPERIENCE:

Conditions of Employment:
