We are North Carolinas only state government entity that operates as a $125 million-dollar commercial manufacturing and services business with 28 production centers across the state. We train rehabilitate and provide reentry support to help incarcerated adults start new lives with housing transportation and a living-wage job.


If you are organized action-oriented and love working in a demanding people-focused work culture you could be a great fit for our Program Coordinator IV position which oversees and coordinates our Federally regulated Prison Industries Enhancement Certification (PIECP) Program. Correction Enterprises is the sole PIECP certificate holder for the state of North Carolina. This innovative program allows commercial businesses to partner with our production centers to produce goods and services while paying adult offenders prevailing wages.


If you are hired for this Raleigh-based position your primary mission will include but not be limited to:

  1. Working with our plant management and executive team to oversee CEs three existing PIECPs and pursue additional PIECP start-ups at other NCDAC facilities.
  2. Interfacing with multiple stakeholders to ensure PIECP regulations and other legally required administrative logistics (i.e. reports and other documents) are continually in compliance with federal (Bureau of Justice Assistance) and its technical assistance provider the National Correctional Industries Association (NCIA).
  3. Meeting with executives of commercial businesses to explore and assess the potential PIECP start-up opportunities through visits to NCDAC institutions throughout North Carolina working with NCDACs legal office and working with CEs assistant director of Financial Operations.
  4. Interfacing with NCDAC facility wardens assistant wardens maintenance staff and/or NCDAC Engineering to assess suitability of potential PIECP start-up sites; costs of fitting up the site (electrical HVAC lighting IT etc.) and availability of qualified offender workers.

This is a full-time position (40 hours per week) withState Benefits

If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.


Knowledge Skills and Abilities / Competencies

Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge skills and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.

Management Preference

Ability to exercise judgment and discretion in establishing applying and interpreting complex legal and administrative policies regulations laws and procedures.

Ability to establish and maintain effective working relationships with PIECP partners (customers) agency personnel officials and the public.

Ability to plan and effectively coordinate and manage PIECP work with multiple internal stakeholders including CE plant managers administrative staff Human Resources and NCDAC legal staff.

Excellent verbal (public speaking) and written communication and organizational skills with multiple years of experience using Microsoft Word Excel and PowerPoint.


Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment
