Description

The Chief Information Officer is the senior leader and chief architect of the Universitys technology environment providing both strategic vision and operational execution. This role blends executive-level planning with hands-on technical leadership to ensure the reliability security and advancement of all campus technology resources.

The CIO oversees a comprehensive portfolio including on-premises Windows server environments enterprise wired and wireless networks built on Cisco and Extreme infrastructure Fortinet security appliances and a variety of mission-critical cloud platforms. This position is directly responsible for cybersecurity governance regulatory compliance (NIST 800-series HIPAA GLBA FERPA) and ensuring that IT supports the Universitys academic administrative and research objectives.

The successful candidate will be an experienced technologist and proven leader capable of operating effectively in a small resource-conscious environment while delivering enterprise-class IT services.

Examples of Duties

Strategic Leadership & Planning

  • Develop and maintain a comprehensive IT strategic plan aligned with institutional goals budget realities and emerging technology trends in higher education.
  • Serve as the chief advisor to university leadership on technology initiatives cybersecurity posture and risk management.
  • Establish and maintain an IT governance framework to prioritize projects allocate resources and ensure transparency in decision-making.
  • Drive digital transformation initiatives that improve academic delivery administrative efficiency and student engagement.

Operational Management
  • Direct all IT operations including server administration networking storage telecommunications end-user computing and help desk services.
  • Manage Windows Server and Active Directory environments including Group Policy DNS/DHCP print services file shares and identity management.
  • Oversee Cisco routing/switching Extreme Networks campus distribution/access layers and Fortinet firewalls including configuration optimization and firmware lifecycle management.
  • Ensure high-availability designs for campus core networking wireless networks and critical academic resources.
  • Oversee and manage enterprise cloud platforms such as Microsoft 365/Azure AD Google Workspace cloud-based learning management systems (e.g. Canvas Blackboard Moodle) ERP/SIS platforms and other SaaS applications.

Cybersecurity & Compliance
  • Serve as the primary institutional security officer developing and enforcing policies aligned with NIST SP 800-53/800-171 HIPAA GLBA and FERPA.
  • Conduct regular risk assessments vulnerability scans penetration testing coordination and security audits.
  • Manage incident detection and response including forensic analysis reporting and remediation.
  • Oversee multi-factor authentication endpoint detection and response (EDR) encryption and secure remote access solutions.
  • Maintain compliance documentation evidence repositories and audit trails to satisfy external assessors and regulatory bodies.
  • Lead required security awareness training for faculty staff and student workers.

Project Management & Implementation
  • Plan design and oversee major infrastructure projects including network upgrades data center refreshes cloud migrations and software deployments.
  • Establish project charters timelines budgets and measurable outcomes; manage projects from requirements gathering through operational handoff.
  • Coordinate with academic departments administrative offices and external vendors to ensure timely within-budget delivery of technology solutions.

Vendor Contract and Budget Oversight
  • Negotiate and manage vendor contracts for hardware software managed services and cloud subscriptions.
  • Oversee IT purchasing and asset lifecycle management to maximize return on investment.
  • Develop and administer the annual IT budget balancing operational needs with strategic investments.

Disaster Recovery & Business Continuity
  • Maintain and regularly test the Disaster Recovery (DR) plan and Business Continuity Plan (BCP) for critical systems.
  • Implement and monitor backup strategies ensuring both on-site and off-site resilience.

Team Leadership & Staff Development
  • Recruit mentor and evaluate IT staff fostering professional development and cross-training to ensure coverage across all core competencies.
  • Create an inclusive and collaborative team culture that supports innovation and continuous improvement.

Typical Qualifications

  • Bachelors degree in Information Technology Computer Science Information Systems or related field (Masters degree preferred).
  • 12 years of progressively responsible IT experience including at least 5 years in a senior management or director-level role.
  • Extensive hands-on expertise with:
    • Windows Server and Active Directory
    • Cisco networking (routing switching wireless)
    • Extreme Networks campus networking
    • Fortinet security appliances (firewalls VPN security services)
    • Enterprise cloud platforms (Microsoft 365 Azure Google Workspace)
  • Demonstrated experience implementing and maintaining compliance with NIST 800-series controls HIPAA GLBA and FERPA.
  • Strong understanding of network architecture virtualization cloud computing and security frameworks.
  • Proven track record in project management vendor negotiations and budget administration.
  • Exceptional communication leadership and problem-solving skills.
Preferred Qualifications
  • Relevant industry certifications such as CISSP CISM CCNP Fortinet NSE 4/7 MCSE/Microsoft Certified: Azure Administrator/Architect.
  • Experience with higher-education ERP/SIS platforms (e.g. Ellucian Banner Jenzabar Workday) and LMS platforms.
  • Familiarity with ITIL service management and change management methodologies.
