BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Program (WFP) as the worlds largest humanitarian organisation has a responsibility of fulfilling commitments and expectations in emergency response and recovery in contexts of crisis and disruption. Following the World Humanitarian Summit in 2016 WFP also continues to advocate for enhancing the complementarity between humanitarian and development assistance; safeguarding the foundations of humanitarian action; and better serve people in need. WFP Nutrition is committed to support good nutrition before during and after emergencies recognizing that the changing nature and frequency of emergencies exacerbate already critical levels of malnutrition.
In a significant number of countries the achievement of the Sustainable Development Goals (SDGs) is jeopardized by conflict natural disasters or health emergencies. Hunger and malnutrition are widespread among crisis-affected populations disproportionately impacting women and children. Forty-five percent of deaths in children under-five are associated with undernutrition related to both acute and chronic undernutrition. Equally important poor nutrition also has longer term consequences related to child growth and development these latter consequences are largely irreversible. Therefore nutrition is an essential part of the emergency response. However given the high number of concurrent and complex emergencies it remains a global challenge within the nutrition community to implement appropriate well-coordinated and effective nutrition responses at scale.
WFP continues to improve its ways of working to address nutritional needs in diverse and complex emergency settings. Its primary role for nutrition is to ensure those affected by a crisis receive adequate nutrients not just adequate food. Given the multiple causes of malnutrition WFP also advocates for a comprehensive response to the underlying and immediate causes of malnutrition to be achieved in partnership (i.e. optimal caring practices good health services proper hygiene and sanitation and household food security).
WFPs Nutrition and Food Quality Service (PPGN) supports WFP country offices in achieving an appropriate timely well-coordinated and effective nutrition response in emergencies at the required line with corporate priorities the Nutrition in Crisis (NiC) Team of WFP Nutrition Service works to: 1) prepare resources and capacities at all times to ensure WFP leadership in NiE response; 2) meet the minimum quality standards for WFP Nutrition response in Emergencies;
3) strengthen partnerships and coordination for Nutrition in Emergencies and 4) to improve management of information and communication on WFP Nutrition in Emergencies. The Nutrition and Food Quality Service is looking to reinforce its Nutrition in Crisis (NiC) team to achieve these objectives.
ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive):
1. Assist NiC team in the production of overviews and analyses of nutrition situations and responses in humanitarian crises
Coordinate data gathering from main humanitarian crises and support the creation of a monitoring system to ensure and improve consistent and rigorous data collection.
Stay abreast of nutrition and related information related to humanitarian crises both internal (programmatic) and external (through humanitarian platforms) and update regularly corporate tools.
Monitor reflection of nutrition in operational reports (especially external and internal situation reports) and take actions to strengthen them if necessary.
2. Enhance integration of nutrition information into the corporate operational reporting system and information related to the main emergencies
Ensure integration of nutrition information (situation needs operational challenges etc.) in internal and external reports on emergencies.
Track and analyze data from annual reports related to humanitarian crises to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on nutrition activities to inform decision making.
3. Support NiC team in strengthening of partnership and coordination with internal and external Stakeholders
Support the NiC team for the analysis of emerging nutrition risks as part of the Corporate Alert System and the FAO-WFP Hunger Hotspot Analysis.
Represent WFP Nutrition and Food Quality Service in the nutrition technical working group for the Global Report on Food Crisis.
Contribute to the regular meeting with EPR team.
Assist NiC team for the preparation and participation in interagency/inter-clusters coordination platform and working groups at global level (IPC GNC GTWG IFE etc.)
4. Support knowledge management of WFP Nutrition in Crisis in close collaboration with relevant units and teams
Update the Nutrition in Emergency Toolbox by adding resources as needed.
Contribute actively to the documentation of best practices and lessons learned from surge deployments of Rapid Response Team members.
Assist NiC teams participation in internal webinars and trainings when needed
5. Support Country Offices and/or Regional Bureau during emergency response on information Management
Deploy in CO for strengthening their information management system and/or monitoring and evaluation system during an emergency response.
Assist NiC Rapid Response Team member in training partners and other relevant stakeholders on nutrition and nutrition monitoring as needed.
DELIVERABLES AT THE END OF THE CONTRACT:
Nutrition situation/overviews updated regularly
Alert system in place on potential deterioration of nutrition situation
Nutrition information reported and sent to the teams needed
Contribution to GRFC as required
Communication materials developed and posted regularly
NiC team represented in internal coordination meetings (CAS WAC)
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Nutrition Public Health or other related field or first university degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of 1 year of post graduate relevant working experience in international development preferably with a focus on international public health/nutrition
Experience working in public health/food security or nutrition related activities
Experience in data collection analysis and reporting
Experience in writing operational reports and communications materials
Experience and exposure to emergency response is desired
Knowledge & Skills:
Knowledge of global humanitarian architecture
Strong analytical and writing skills
Good interpersonal skills and demonstrated ability to work in multicultural setting and teams.
Good written and oral communication skills required.
Readiness to work in an emergency setting
Skills to use necessary data management and analysis tools (SPSS Tableau ENA for SMART ODK Collect etc.)
Languages: Fluency in English (level C) and French is required
