The Service & Team:

Do you want to make a positive difference to the lives of people in Cornwall We are looking for passionate creative and talented individuals to apply for exciting roles within Cornwall Councils People Commissioning Service.

Our People Commissioning Service is responsible for the commissioning contracting quality assurance and purchasing of social care services for adults across Cornwall. We work in partnership with operational teams social care buyers service providers and community partners to develop and manage services that promote independence inclusion and wellbeing.

We are currently recruiting for:

  • Commissioning Officer Home Care (37 hours per week)
  • Commissioning Officer Working Age Adults (37 hours per week)
  • Commissioning Officer Working Age Adults (32 hours per week)

The Roles:

Home Care Commissioning Officer

This is an exciting opportunity to join the Strategic Commissioning Team at Cornwall Council with a focus on the implementation commissioning and contracting of our new and innovative Home Care contract. You will play a key role in ensuring high-quality sustainable home care provision across Cornwall working closely with providers colleagues and communities to deliver improved outcomes for people who need care at home.

Working Age Adults Commissioning Officers

As part of the Working Age Adults Commissioning Team you will support the development and implementation of commissioning strategies and service models for adults with learning disabilities autism mental health needs sensory impairments or physical disabilities. Areas of focus include:

  • Cornwall Councils Housing and Support Solutions Contract
  • Residential services for working age adults
  • Short Breaks and Shared Lives schemes
  • Community-based support and day opportunities
  • Mental health and wellbeing services
  • Support for people with sensory impairments and physical disabilities

In all roles you will:

  • Work independently and collaboratively as part of a supportive team of Commissioning Leads Managers Officers and Assistant Officers
  • Lead on complex intelligence gathering for specific projects
  • Take a creative approach to working with a diverse market of care and community service providers
  • Ensure contracts are well-managed deliver value for money and meet the needs of people in Cornwall

This is a public/customer-facing role where the statutory English language requirement for public sector workers applies.

This position will be subject to a enhanced criminal record disclosure check.

Working Pattern:

The working pattern will usually be 9am to 5pm Monday to Friday with a requirement to work two days a week from the office at New County Hall in Truro. There may be some occasional requirements to work out of hours due to public meetings and engagement.

What youll need to succeed:

  • Educated to level 5 standard and/or recognised relevant professional qualification or equivalent (e.g. social work education nursing) but not excluding exceptional record of relevant achievement allied with range of practice experience.
  • Willingness to undertake a relevant professional qualification in commissioning
  • Knowledge of the commissioning and procurement of social care / people services including the ability to develop service specifications and contracts
  • Ability to review and assess performance outcomes and quality through contract management of engaging with members of the public young people people accessing services carers or other stakeholders
  • Experience of research analysis presentation and interpretation of findings with capacity to devise solutions to complex problems
  • Ability to develop relationships with stakeholders across the health and social care system including statutory and voluntary sector partners
  • The normal duties of the role may involve travel on a regular or occasional basis. It is a condition of employment that the role holder can exercise satisfactory travel mobility in order to fulfil the obligations of the role. For those journeys where an alternative form of transport is unavailable or impracticable the role holder will be required to provide a suitable vehicle.
