Job Summary:

The Arizona Department of Administration (ADOA) State Procurement Office (SPO) is seeking an experienced and highly motivated EPS Procurement Manager to strengthen its limited delegation/small agency support program. This pivotal role will provide comprehensive oversight of current solicitations and lead complex projects specifically designed to support limited delegation and small agencies throughout Arizona.

As the Subject Matter Expert for small agency support you will spearhead high-complexity special contract projects serving as the primary procurement officer and point of contact for approximately 40 limited delegation/small certain instances you may even act as the Chief Procurement Officer for smaller agencies. Your responsibilities will include providing essential training and mentorship to procurement officers meticulously monitoring procurement processes to offer constructive feedback and ensuring all high-complexity solicitations meet critical deadlines through diligent performance and project management.

Furthermore this position is crucial in the development implementation and interpretation of procurement policies and procedures for the EPS teams contract managers. You will also be directly responsible for the full lifecycle of limited and small agency solicitations encompassing their development meticulous management and effective administration of resultant contracts.

Job Duties:
  • Serve as the lead procurement manager for limited delegation / smaller agencies and lead complex solicitations. Serves as acting Chief Procurement Officer for smaller agencies
  • Training and mentorship for Procurement officers for compliance assistance strategic planning and overall procurement process that supports limited delegation/small agencies
  • Provides oversight and project management for complex procurement projects
  • Contract administration for complex limited delegation/small agency contracts and troubleshooting contract related issues
  • Liaison for limited delegation/small agency solicitations contract/agency support and procurement related issues/questions
  • Assist current contract managers on EPS Team develop implement and interpret procurement policies and procedures
Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • State and federal statutes and rules related to government procurement activities and contract administration
  • Best practices to determine appropriate sourcing strategies/methods
  • Lean tools and methods
  • Effective negotiation techniques
  • Supply chain logistics and resource management
  • Methods of conducting research
  • Effective techniques of relationship management
  • General accounting practices as they relate to contracts and vendors
  • Source of supply local and national markets and pricing trends

Skills in:

  • Developing and implementing various sourcing strategies based upon business strategic goals/objectives
  • Interpreting applicable laws rules policies and procedures
  • Conducting data analysis to produce effective and accountable contracts
  • Developing and maintaining customer and supplier relationships
  • Negotiating contractual terms and conditions
  • Developing effective monitoring and reporting tools to ensure terms are adhered to
  • Communicating effectively with a wide range of customers internal stakeholders at all levels and suppliers
  • Interpreting business issues and recommending solutions/best practices

Ability to:

  • Develop and implement strategic sourcing strategies
  • Establish and maintain effective customer and supplier relationships
  • Develop and implement various monitoring strategies to ensure accountability
  • Synthesize summarize and analyze a variety of data/sources and formulate workable recommendations
  • Work in a dynamic team environment that allows the incumbent to be responsive to changing goals and priorities
Selective Preference(s):
  • Bachelors or Masters degree in supply chain management business or other closely related field Public procurement experience preferred
Pre-Employment Requirements:
