DEFINITION
Provides project management and administrative coordination of the construction of capital improvement projects. The employee is responsible for the best interests of the school district during design and construction projects including coordination with the professional architectural and engineering staff field engineers and technical staff of contracted architectural and construction firms. The employee is under the general supervision of the Senior Director of Facilities Management & Custodial Services. An employee in this class frequently develops and refines work routines and is expected to independently carry assignments through to completion.
SUPERVISION
Duties are performed under general supervision of the Senior Director of Facilities Management & Custodial Services. The incumbent is responsible for the efficient timely and economical accomplishment of work assigned to subordinates architects/engineers and contractors.
DISTINGUISHING CHARACTERISTICS
This is a professional administrative and coordinating function responsible for managing the capital projects within the school division.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class).
Responsible for the administration of designing and constructing of various Capital Improvement Program (CIP) and Operating budget construction projects.
Coordinate changes in construction with local city and state officials.
Administer contracts for work by various contractors for Norfolk Public Schools.
Review and recommend changes in construction document submittals from design consultants.
Verify and ensure that contractors are performing work in accordance with contract documents.
Verify and approve applications for payment from design consultants contactors and special inspection consultants.
Analyze and negotiate change order proposals for scope schedule and price and recommendations for execution by Norfolk Public Schools.
Update Capital Project Resource Management System project status reports.
Compose owner/contractor agreements for execution by Norfolk Public Schools.
Solicit verify and approve proposals for work by various contractors for Norfolk Public Schools.
Perform public relations duties with respect to construction projects.
Coordinate programmatic aspects between Norfolk Public Schools staff and design consultants.
Interact with staff at facilities where projects are ongoing to ensure minimum impact on programs and staff.
Correspond with Norfolk Public Schools staff design consultants and contractors.
Perform related work as required.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Comprehensive knowledge of the principles practices and procedures of building construction.
Comprehensive knowledge of the general laws and administrative policies governing school budgeting and financial practices and procedures.
Comprehensive knowledge of risk management techniques and methods.
Ability to develop and present ideas effectively orally and in written form.
Ability to establish and maintain effective working relationships with contractors architects engineers school administrators the School Board associates and general public.
MINIMUM EDUCATION EXPERIENCE AND TRAINING REQUIREMENTS
A Bachelors degree (Masters degree desirable) in engineering (preferably in civil or structural areas) building construction or related field including or supplemented by extensive and progressively more responsible experience in the professional management of large-scale facilities and construction projects; or any equivalent combination of education and experience that would provide the above noted knowledge skills and abilities.
LICENSE/CERTIFICATION
Possession of an appropriate valid automotive vehicle operators license
PHYSICAL ATTRIBUTES
Work requires standing walking climbing lifting bending and working in unfurnished spaces.
HAZARDS
Work involves exposure to the elements and the hazards associated with in-progress construction projects in various stages of completion. Work may involve exposure to offensive odors and fumes.
UNUSUAL DEMANDS
The work environment may be dirty wet and either cold or hot; employees may be required to work unusual hours.
