Job Summary:
The Logistics Support Manager is responsible for supporting Unmanned Aircraft Systems (UAS) program of United States Special Operations Command (USSOCOM) Naval Special Warfare Command (NSWC) and NSWC subordinate commands as well as Logistics Integrated Planning Team (LIPTs) relating to UAS creating and managing schedules resource loading and plan of action/milestones. The Logistics Support Manager receives guidance from the sponsors which includes the NSWC N49 Material Readiness Director Material Readiness Deputy Director UAS Commodity Manager/Maintenance Manager and UxS Sustainment Manager
The UAS program encompasses First-Person View (FPV)/Family of Small Unmanned Aircraft Systems (FoSUAS)/Multi-Mission Tactical Unmanned Aerial Systems (MTUAS)/small Uncrewed Multi-Domain Systems (sUMS).
The Logistics Support Manager will be responsible for communicating with LIPTs on an as required (daily/weekly/monthly) basis to maintain schedules and identify critical path delays and related mitigation strategies.
The Logistics Support Manager provides oversight and guidance to Senior Special Operations Logistics Analysts employees who are assigned supporting roles to NSWC echelon 3 and 4 commands. The Senior Special Operations Logistics Analysts supports USSOCOMs NSWCs and NSWCs echelon 3 and 4 commands UAS regional operational plans by developing refining and maintaining metrics used to assess and prioritize current and future year logistics operations conduct assessments support studies analysis and support the execution of logistics resources required for operational training events.
The Logistics Support Manager employees assignments involve various projects studies or evaluations requiring the application of expert knowledge of advanced UAS procurement and sustainment via USSOCOM and DON acquisition processes Major Force Program 11 and 2 (MFP-11/MFP-2) regulatory criteria in order to develop innovative solution sets to solve problems that evolve from worldwide Naval Special Warfare (NSW) operations deployed forces.
Essential Job Functions:
Assist with the planning coordination and evaluation of logistics actions required to support existing and future NSW UAS deployment requirements.
Manage and coordinate the execution of the NSW UAS Logistics Support program.
Recommend extension or consolidation of supply activities as appropriate.
Act as liaison for UAS supply related concerns to the UAS Commodity Manager/Maintenance Manager USSOCOM Program Executive Office UAS and Special Operations Forces Support Activity (SOFSA). Logistics Support Manager will inform the UAS Commodity Manager of any significant occurrences which may affect detachment material readiness.
Track trends and validate orders generated by NSWC echelon 3 and 4 commands.
Participate in bi-weekly NSW UAS teleconference meetings to discuss status of equipment funding and significant operational developments.
Interprets directives from higher authority and develops procedures regulations and implementing instructions for the NSW UAS Community.
Develops prepares reviews and coordinates requirements plans studies and metrics to analyze effectiveness and to develop improvements to the program.
Participates on joint and interagency working groups as needed to develop logistics solutions to short-term and long-term logistics issues.
Provides expert guidance and advice to NSWC fleet representatives budget analysts and high-level military and civilian executives and other personnel on UAS management matters.
Conducts analysis of program(s) sustainment requirements and directs actions to ensure inventory health and balance to support all NSW requirements.
Utilization of Commercial Solutions for Classified (CFSC) kit and mobile SIPR access when required.
Provide Logistics Support Manager inputs as a UAS Logistics IPT member and attend quarterly meetings.
Provide recommendations to senior level leaders in matters related to policy guidance training implementation and development of personnel matters logistics programs.
Develop logistics metrics for eminent UAS requirements for sustainability.
Assess internal strengths and weaknesses and evaluate comparative advantages of other organizations. Identify best practices and incorporate these findings into an action plan for implementation at NSWC.
Expert knowledge of USSOCOM and NSWC Accountable Property Systems of Record (APSR) Enterprise Logistics Management System (ELMS) Catalog Ordering Logistics Tracking System (COLTS) other Logistics Support Databases and Program Support Management Databases.
Participation in Executive Management meetings.
Validate and transition material and records based on NSW requirements.
Collect inventories and provide a report of discrepancies to UAS Commodity Manager on a quarterly basis and monitor usage trends and make logistics support recommendations to the sponsor.
Generate logistics reports as required by the sponsor.
Respond to requests for information and support for programmatic sustainment requirements from NSWC triad: N37 N49 N887 as well as SOFSA USSOCOM DON and other government agencies.
Provide management oversight for full life cycle acquisitions and procurements in support of NSWC.
Utilize ELMS for inventory management tracking ordering receiving transfer disposal and reporting of general equipment (GE) as well as Operating Materials and Supplies (OM&S) and shipments as it pertains to the program.
Exercise and ensure proper management and control over government owned materiel or property in their custody.
Analyze inventory management reports for trends monitoring supply configuration management reports analyzing supply management data maintain system security and maintain database integrity as well as property accountability in ELMS as well as other Logistic Management and Tracking Systems as necessary.
Prepare management briefs as required.
Support the command Logistics Management Inspection (LMI) and Logistics Management Assist (LMA) program in accordance with Commander Naval Special Warfare Command Instruction (COMNAVSPECWARCOMINST) 4460.1 Force Logistics Manual.
Provide logistics support (ILS) inputs as a Logistics IPT member and attend quarterly meetings.
Provide recommendations to senior level leaders in matters related to policy guidance training implementation and development of personnel matters as well as logistics programs.
Coordinate with the NSW echelon 3 and 4 ELMS Accountable Property Officers Property Book Offices and UAS managers to ensure accurate accountability of all UAS GE and OM&S assets.
Develop logistics metrics for eminent UAS requirements for sustainability.
Assess internal strengths and weaknesses and evaluate comparative advantages of other organizations. Identify best practices and incorporate these findings into an action plan for implementation at NSWC.
Knowledge and compliance with accountable property guidance policy instructions etc. ensuring accountability of UAS GE and OM&S listed but not limited to the following:
Assist with the planning coordination and evaluation of logistics actions required to support future NSW UAS deployment requirements.
Manage and coordinate the execution of the NSW ILS program.
Review support requirements and ensure they are captured during the Capability Development Document (CDD) process.
Recommend extension or consolidation of supply activities as appropriate.
Other Job Functions:

Conduct periodic program reviews with manufacturers users maintainers and support commands.
Provides technical and administrative supervision to program analysts inventory management specialists and support personnel engaged in the performance of branch functions.
Makes work assignments establishes priorities procedures and appropriate controls provides direction guidance and assistance as required reviews product for quality.
Evaluates and recommends staffing requirements and evaluates the performance of subordinates.

Qualifications/Education/Experience/Skills:
Must be able to obtain and maintain a Top Secret Security Clearance.
Five (5) years Project Management (military/contractor) experience
Ten (10) years of uniformed military operational experience in Special Operations logistics.
Familiarity with supporting USSOCOM and NSWC UAS Programs
Comprehensive knowledge of Special Operations missions programs and military organizations involved in peacetime and wartime activities
Must have extensive knowledge in the utilization of current best practices and military guidance in Life Cycle Support of designated NSW UAS.
Must be qualified in EOTACS systems in accordance with 3710 and 350-9. SHARP training.
Five (5) years experience with USSOCOM Accountable Program System of Record (APSR) Enterprise Logistics Management System (ELMS).
Physical Requirements:
While performing the duties of this job the employee routinely is required to learn and apply new information and/or skills. Must be able to interpret data information and documents.
Occasionally will need to lift/and or move up to 45lbs.
Moderate environment temperature and noise level.
Occasional Travel may be required.
NIPR/SIPR access for email SHARP ELMS COLTS and instructions. Vehicle for transporting SUMS for supply related issues and test flights.
