Job Description

Deputy Director of Health Housing and Homelessness Solutions

Location: May be based in either our Flatbush or Coney Island Location in Brooklyn New York - Need to travel to various program locations throughout Brooklyn required

Status: Full time - 35 hours per week Monday - Friday 9:00am - 5:00pm with the need to be on call 24 hours a day/seven days a week in case of emergencies

Salary Range: $85000$90000

Position Overview

The Deputy Director of Health Housing and Homelessness Solutions is a senior leadership role responsible for ensuring operational excellence compliance and innovation across the Divisions supportive housing transitional housing and outreach programs.

Reporting directly to the Division Director this role demands a highly visible hands-on leader who can provide both strategic direction and immediate operational response. A central aspect of the position is ensuring seamless coverage and leadership presence across all program sites particularly during planned absences emergencies or high-priority oversight events.

Key Responsibilities

1. Leadership Presence & Emergency/Planned Coverage

  • Serve as the primary leadership resource for planned and emergency coverage across all program sites within the Division.

  • Step in during Program Director absences (including sick days scheduled vacations and extended leave) to maintain uninterrupted operations uphold service quality and ensure staff stability.

  • Provide immediate on-site leadership response following high-risk incidents coordinating safety measures staff debriefings and incident reporting.

  • Represent the Division during announced and unannounced funder and regulatory evaluations inspections and audits ensuring programs meet or exceed compliance and quality standards.

  • Respond flexibly to other urgent operational needs demonstrating a visible engaged leadership presence that reinforces a culture of accountability safety and client-centered care.

2. Operational Oversight

  • Oversee daily program operations across all sites ensuring alignment with BCSs mission strategic plan policies and protocols.

  • Partner with property management to address rent collections facility repairs and resolution of resident concerns.

  • Monitor budgets and spending plans in collaboration with the Division Director ensuring fiscal responsibility and efficient resource use.

3. Staff Development & Management

  • Lead recruitment hiring onboarding scheduling training and performance evaluations for all division staff.

  • Develop and implement targeted professional development workshops particularly around mental health substance use and best practices for working with unhoused individuals.

  • Mentor Program Directors fostering leadership capacity and ensuring consistent communication across the division.

4. Compliance & Quality Assurance

  • Ensure all programs meet contractual regulatory and funder requirements.

  • Maintain audit readiness in partnership with the Quality Assurance Manager implementing corrective actions as needed.

  • Support data collection and reporting processes to ensure accuracy timeliness and compliance.

5. Community Engagement & Program Growth

  • Represent BCS in community meetings interagency collaborations and public forums to advocate for program participants and strengthen partnerships.

  • Collaborate with the Division Director on RFPs funding proposals and strategic expansion of housing and outreach initiatives.

  • Build relationships with government agencies nonprofit organizations and private sector partners to support program growth and sustainability.

6. Client-Centered Service

  • Respond to resident concerns with urgency empathy and a trauma-informed approach.

  • Ensure services are inclusive and affirming for all participants particularly young adults LGBTQIA individuals and those with co-occurring disorders.

Qualifications

  • Education: Masters degree in Social Work Public Administration or related field required.

  • Experience: Minimum 7 years of progressively responsible experience in supportive or transitional housing and outreach programs including at least 3 years in a senior management role.

  • Proven success managing government-funded programs budgets and compliance requirements.

  • Expertise in Trauma-Informed Care and Evidence-Based Practices with a demonstrated ability to apply them in housing and outreach settings.

  • Strong leadership team-building and crisis management skills with the ability to make sound decisions under pressure.

  • Experience working with marginalized populations including young adults LGBTQIA communities and individuals with co-occurring disorders.

  • Commitment to equity inclusion and the mission of Brooklyn Community Services.

  • Must undergo pre-employment screenings such as the Criminal Background Check required by OMH and OPWDD
