The Office of Facilities and Security Management (OFSM) within the Office of the Deputy Commissioner for the Office of Mission Support (OMS) has the overall responsibility for effectively and efficiently executing the agencys nationwide security program emphasizing facility and personal security emergency preparedness and response Training Test and Exercise (TT&E) Continuity of Operations (COOP) and threat/risk management assessment and analysis.
This position requires 365/24/7 coverage. The Watch Assistant Security Analyst (WASA) shall be in the Incident Command Center (ICC) in the Robert M. Ball Building in Baltimore MD or during emergencies in the Emergency Command Control Center in Bluemont VA.
Responsibilities:
- Be the liaison for local State and Federal agencies including but not limited to the Federal Emergency Management Agency (FEMA) the National Weather Service who notifies the operations center of natural disasters and weather warnings nationwide the Federal Protective Service and local first responders.
- Perform a variety of emergency management and security-related duties (i.e.: emergency response and notification; unclassified and classified communication support risk management and analysis TT&E; Mobile Training Team (MTT) support and agency regional and devolution sites operations as required;
- Prepare briefing documents and situational awareness reports for dissemination to SSA leadership and others agency entities as directed.
- Have experience with computer based programs (i.e. Microsoft Word and Excel and other Agency specific programs).
- Participate in agency sponsored exercises (e.g. interagency security committee and law enforcement agencies security exercises quality control exercises and emergency preparedness exercises).
Specifically the WASA shall:
- Support all-hazard all-threats emergency response events. This includes supporting OFSM in developing and implementing a method of ensuring the availability of quick response support to meet operational requirements under emergency conditions. For this effort the Contractor shall provide support to OFSM staff at the ICC or at deployed locations. Support will include but is not limited to the following:
- Gather details facts and pertinent information through open information sources to analyze;
- Creating and maintaining operational records logs reports and files as required;
- Coordinating first responder and OFSM notification;
- Monitoring security platforms and providing notification and follow up to appropriate personnel;
- Assist Watch Officer in stabilizing the situation and providing operational information to the appropriate members of the Senior Staff;
- Prepare participate and provide After Action Reports for training exercise and drills to include the following but not limited to: Fire Bomb Threat Terrorism Workplace Violence Bio-Toxins (Mailroom) Active Assailant Chemical/Biological Threat Suspicious Packages Hazmat Earthquake Tornado Physical Damage to building Power Failure Civil Unrest Explosion Building Recovery and Shelter-in-Place;
- Generate Mass Emergency Notification System (MENS) messages for SSA HQ;
- Develop and distribute ICC Notes and Incident Reports;
- Detect analyze and alert the Watch Officer (Government Employee) regarding any adverse conditions (i.e. all threats and hazards which have the potential to negatively impact the life and/or safety of any SSA asset such as active alarms crimes or inclimate weather) to the agency or its employees. Contractor personnel shall monitor the safety and security of Agency personnel facilities and property on a 24/7 basis. Common incidents and/or situations at the Social Security Agency (SSA) HQ complex include but are not limited to personal accidents medical incidents heightened security alerts high-level visitors alarm activations drills/evacuations addition to daily SSA HQ operations Contractor personnel shall monitor detect and analyze events such as severe weather conditions political instability crime terrorism technical and mechanical failures and threats occurring at or near any SSA facility;
- Perform a variety of security-related duties (i.e.: supervise intrusion detection system monitoring notification surveillance system monitoring) depending on the type of position to which they are assigned;
- Use various communication platforms to relay situational information to security contractors government employees and other supporting agencies and organizations for appropriate responses to active situations and adverse conditions and to mitigate events. The WASA shall not provide direction about how to respond to the adverse condition. The WASA shall provide all critical information needed for the responding entity to be able to respond appropriately according to their internal response procedures;
- Have experience on operations center security equipment (i.e. computer consoles base station radios electronic key control box video surveillance equipment etc.) and computer based programs (i.e. Lenel);
At a minimum WASAs shall:
- Be mentally alert and physically ready to operate the Governments equipment and security systems within the operation center environment;

- Collect information capture details and disseminate accurate information;
- Monitor and operate various security platforms to detect security risks threats or prohibited items i.e. fire alarm systems surveillance systems communication systems);
- Facilitate evacuation of individuals from dangerous and/or life threatening situations by providing security officers and responding personnel with up-to-date information;
- Observe unique characteristics of an individual for identification purposes;
- Observe a persons body language to assess aThe contractortude and intention;
- Locate and review documents and information (e.g. logs lists);
- Read memos and other written material to maintain knowledge;
- Comprehend written direction procedures and policies;
- Participate in required training and exercises.
Position is dependent upon contract award.
