What Youll Do

Provide expertise and oversight in the development and maintenance of quality programs systems processes and procedures ensuring that service performance and quality consistently meet established policies standards and government requirements. This includes leading audits managing inspection preparations and resolving findings while acting as a technical expert and liaison with National Nuclear Security Administration (NNSA) Sandia National Laboratories Primary Standards Laboratory (PSL) and external auditing agencies across all audit phases.

Non-Contractor Standards Laboratories performing Weapon Activities and utilizing calibrated testing and certification equipment must comply with government regulations governing quality assurance and calibration. These regulations include: Weapon Quality Policy(NAP 401.1A) American National Standards Institute/ American Standard of Quality (ANSI/ASQ) Z1.13 Quality Guidelines for Research NNSA R028 National Nuclear Security Administration Metrology Program (referred to as R028) American National Standards Institute / International Organization of Standardization/ International Electrical Commission ( ANSI/ISO/IEC) 17025:2017 General Requirements for the Competence of Testing and Calibration Laboratories (referred to as ISO 17025) and American National Standards Institute/ International Organization of Standardization (ANSI/ISO)-17034 General Requirements for the Competence of Reference Material Producers.

Directive R028s initial setup is required for all Non-Contractor Standards Laboratories that rely on specialized equipment for their departments specific measurements integrating equipment into the MOX database system. It will be necessary to develop data sheets forms or tables for newly established calibration test points. Every calibration procedure will undergo validation and interval analysis for each piece of equipment (make/model) to ensure calibrations meet a 95% confidence level (K2). Directive R028 also assigns Quality Technical Support the responsibility of overseeing the control and usage of calibrated equipment and Standard Reference Material (SRMs).

This role involves direct interface with Non-Contractor Standards Laboratory Organizations auditing their calibration programs for compliance with NNSA quality requirements. Responsibilities include engaging with all levels of Pantex management to ensure clear direction in implementing government requirements. The position serves as a primary contact for Non-Contractor Standards Laboratory departments regarding Metrology issues aiming to achieve high audit success rates and reduce non-conformance reports. It also provides oversight for the creation of new department-specific work instructions and data sheets for SRMs documenting uncertainties and other data points. A key objective is to ensure full incorporation of R028 and ISO 17025 requirements into all calibration-related documents.

    What Youll Do (Cont.)

    Typical functions of this position are as follows:

    • Collaborates with the PSL the National Institute of Standards and Technology (NIST) and other Contractor Standards Laboratories (CSL) to conduct measurement audit packages and blind audits. Assess the technical competence of the Pantex Non-Contractor Standards Laboratory.
    • Executes tasks in strict adherence to established standards internal operating procedures and all written or verbal instructions.
    • Adheres to all prescribed safety and security protocols.
    • Maintains comprehensive knowledge of applicable Federal State and Department of Energy (DOE) regulations corporate and plant-wide operating policies procedures and labor agreements.
    • Successfully completes all mandatory training as determined by the Training and Development Technologies Department and Management including General Employee Training (per DOE Order 426.2). Required additional training includes Sandia National Laboratories ENGR200 Good Measurement Practices and ENGR224 Introduction to Measurement Uncertainty.
    • Contribute to worker involvement initiatives providing input on work planning and methods for identifying hazards and controls.
    • Understand and respect a workers right to stop work when personal safety or the safety of others is perceived to be jeopardized.
    • Initiate technical reports using existing procedures schematics documents and specifications to provide engineering staff with technical data for measurement system studies upon request.
    • Assist in establishing new metrology procedures and techniques through the preparation of statistical charts.
    • Maintain equipment and records in accordance with good laboratory practices.
    • Maintain current knowledge of metrology advancements by learning new instructions procedures and equipment operations.
    • Perform duties with a high degree of accuracy across all phases of work under general supervision.
    • Attend all required safety meetings and training and offer suggestions for work environment improvements.
    • Perform other duties as assigned.

    Minimum Job Requirements

    • Bachelors degree: Minimum 4 years of relevant experience. Typical experience ranging from 7 to 10 years.
    • Masters degree: Minimum 3 years of relevant experience ranging from 7 to 10 years.
    • PhD.
    • OR Applicants without a bachelors degree may be considered based on a combination of at least 12years of completed education and/or relevant experience.

    DOE Order 426.2A Requirements

    • In addition to the above requirements the applicant must also meet the requirements of DOE O 426.2A (i.e. Baccalaureate in engineering or related science 2 years job-related and at least 1 year nuclear experience or a DOE O 426.2A alternative). DOE 426.2A experience requirements can be satisfied following the interim newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. (Ref. DOE O 426.2A).

    Preferred Job Requirements

    • Bachelors degree in a technical field (engineering engineering technology or related science) preferred.
    • Relevant experience and knowledge of national and international metrology standards is desired.
    • Lead auditor and Certified Trainer certifications are desired.
    • Excellent written oral communication and presentation skills are essential.
    • Knowledge of Microsoft Office Suite Excel worksheets Crystal Reports and PowerPoint presentations.
    • Ability to develop processes and provide clear operational priorities to staff.
    • Drives effective collaboration with Non-Contractor Standards Laboratory Organizations Metrology manager and various internal departments involved in measurement and test equipment processing through strong self-motivation and developed interpersonal skills.
    • Applies personal motivation and refined interpersonal skills to successfully negotiate corrective action plans with laboratory managers.
    • Ability to lift up to 50 lbs. (i.e. reference standards and record boxes.)
