Job Description

Treasure Island Child Development Center (TICDC) is a collaborative child-centered environment. As a Child Development and Preschool program the educational services address the social emotional development of children through a social justice teaching lens by providing developmentally appropriate curriculum and relationship-based care. Serving parents with children 3 months to 5 years of age TICDC provides a secure and stimulating environment. A typical enriched day program combines the best in early care and education with family support activities and effective resource and referral.

Under general supervision from Director assumes responsibility for day-to-day operational management of all activities and functions in a designated program area or department including developing implementing and evaluating program policies procedures and standards; determining program service levels and enhancements; as required developing and monitoring program budgets; providing technical advice and/or supervision to staff other departments the public and other agencies and performs related work as required.

OPERATIONS

  • Develops and directs the implementation of goals objectives policies procedures and work standards where applicable for the assigned program; interprets and complies with all applicable federal and state regulations.
  • Monitors and directs or performs day-to-day operations of the assigned program to ensure that policies and procedures are being followed that goals and objectives are met and that services and projects are being accomplished efficiently and effectively; takes corrective action as necessary and where subordinates are present.
  • Prioritizes and allocates available program resources; reviews and evaluates program and service delivery makes recommendation for and executes changes in operations to ensure maximum effective service provision; assists in developing new program function elements including researching compiling and analyzing supporting data.
  • Oversee technology systems and supervise coordination of all data management systems- logic model MOCHA CARES time and activities logs etc.
  • As part of the TICDC team guides and assists in the planning of curriculum according to the Creative Curriculum guidelines incorporates the California Foundations and Curriculum Frameworks Desired Results Developmental Profiles (DRDPs) CSEFEL strategies and the observations of children which evolves and expands over time according to the needs and interests of the children.
  • Assures teammate complete and submit DRDP assessments on time.
  • Maintains confidentiality regarding all personal information regarding families children and staff.
  • Oversees and is responsible for the observation recording and assessment of child in a group that results in an environment supportive of the changing needs of children.
  • Seeks information relevant to the needs of the children s/he is serving - for example information on school readiness bilingual development special needs and ages and stages of development.
  • Supports and facilitates the inclusion of all children in the center when possible.
  • Participates in on-site and off-site learning opportunities in accordance with a professional development plan and in professional growth activities.
  • Actively involves parents/guardians in classroom and center activities.
  • Guides center tours application processing and file compliance - understanding and implementing Dept of Ed regulations (both file compliance and throughout the program); Understanding and implementing Community Care Licensing standards and regulations.
  • Participates in related program agency and community meetings as assigned.

ACTIVITIES

  • Develops systems and maintains records that provide for the proper evaluation control and documentation of assigned activities; prepares a variety of written correspondence reports procedures directives and other materials.
  • Responsible for scheduling and conducting parent-teacher conferences twice a year (Nov and May).
  • Promotes and enhances the childs and familys participation in all program events.
  • Follows center policies and procedures for health and safety indoors and outdoors.
  • Maintains accepted standards of order cleanliness and sanitation of program facilities.
  • Implement program of food service according to center policies and established food handling and nutritional guidelines and a written menu.
  • Administers medication in compliance with agency polices and guidelines.
  • Is familiar with Community Care Licensing regulations and assures classroom is in compliance at all times including ratios sign in sheets are completed daily and daily health checks are done.

SUPERVISORY RESPONSIBLITY

  • Plan organize direct and guide the activities of team members. Participate in hiring training and performance evaluations
  • Establish rapport and develop and maintain working relationships with human service agencies funders community members participants providers and other non-profit agencies; Provide staff support to commissions committees and task forces
  • Provides feedback to Program Leadership regarding staffs interactions in the classroom as required.
  • Guides staff in conflict management/resolution and problem-solving strategies with children.
  • Maintains child files and open contact logs; Maintains current inventory of classroom supplies/equipment following agency procedures for replacement as needed.
  • Prepares and participates in staff Professional Learning Community sharing expertise with teaching staff.
  • Reports to the supervisor replacement/repair needs for indoor and outdoor supplies and equipment to ensure that the physical plant is in good shape.

FISCAL MANAGEMENT

  • Carry out sound fiscal management practices to include develop monitor and stay within program budget.
  • Complete billing coding and submissions to accounts payable.
  • Coordinate payroll approval and completion.
  • In the absence of the Director develops and monitors the programs budget; oversees financial well-being of the program by analyzing cost effectiveness and exercising cost controls; prepares submits and justifies budget enhancements.

EMPLOYEE MANAGEMENT

  • Manage the time usage and recording of reporting staff to include training disciplining scheduling directing developing and performance management of employees.
  • Plans organizes administers reviews and evaluates the work of subordinate professional technical support and operational staff where present through subordinate supervisors and lead workers.
  • Solicits and responds to the families requests and suggestions and communicates them to appropriate staff.

PROFESSIONAL DEVELOPMENT

  • Provides for the selection training professional development and work evaluation of subordinate staff and makes recommendations on hiring termination promotion and discipline as required.
  • Strategic Planning Support: Implement strategic plan initiatives; generate and analyze service area data for input back into the plan; understands agency Managing-to-Outcomes cycle.
  • Monitors and administers a variety of contracts and agreements; Complete all reports to contractors funders and facilitate related audits focus groups etc. monthly quarterly and annually.
  • Is responsible for maintaining active teaching permit including renewal upgrading and all required professional development work required.
  • Works with Program Leadership to facilitate on-site opportunities helps create a professional development plan for classroom teachers and creates feedback for annual teacher evaluations.
  • Works with Program Leadership to create and implement California Department of Education program goal setting DRDP goal setting for program and implementing a timeline for completion.
  • Confers with and represents the program and the department in meetings with other City departments and divisions; including but not limited to: a variety of public entities businesses community groups and organizations; fosters collaborative working relationships to the benefit of the program and the department.

LEADERSHIP

  • Assist Program Director/Program Leadership in the development maintenance and improvement of Performance Quality Standards PQI client and partner feedback and follow-up where necessary to ensure prompt and appropriate services.
  • In concert with the Program Director develop maintain and improve standards for client service and written procedures and protocols for services; insure timely and accurate outcomes data entry.
  • Participate as a member of an organization-wide Management Team to deliver the highest quality of services in keeping with the mission vision and values of the organization.
  • May act for the Director as assigned

Education & Experience:

  • Teaching Credential / or equivalent plus 25 ECE Units or BA College Degree plus minimum 25 ECE Units/ equivalent (24 ECE units are the norm for this position)
  • Minimum of 3 years documented relevant experience
  • Site Supervisor or Master Teacher permit required. Three of the required units shall be in administration or adult supervision; adult supervision in ECE is only a 2 unit class administration classes are 3 units; four years of teaching experience are required. BA preferred but not required.
  • Complete 15 hours of Health and Safety training pursuant to Health and Safety Code Section 1596.866
  • Understands rationale and procedure for child abuse reporting as mandated by state law and the responsibility for action as a mandated reporter.
  • Must be certified in Pediatric CPR and First Aid.

  • Is responsible for accurate and timely data entry that aids Performance and Quality Improvement (PQI) reporting and case record reviews.

  • Serves on department or program Performance and Quality Improvement PQI Committee responsible for monitoring goals and reporting.
