SUMMARY:
- Under the direction of the Mechanic Supervisor supervise and partake in daily field operations and perform a variety of manual tasks related to all DPW capital improvement and maintenance of all the Towns vehicles and equipment.
- In connection with such operations maintain a wide variety of special heavy construction equipment light-medium and heavy automotive equipment as directed.
- Support Health and Safety and Commercial Driver License (CDL) programs.
- May be exposed to storm events as well as hazards including traffic chemical electrical below-ground structures and trenches.
- Shall be available for all emergency response operations.
- Assist with emergency storm operations and restoration projects.
RESPONSIBILITIES:
- Supports all divisions of the Public Works Department Highway Storm Water Tree Engineer and Fleet Mechanics.
- Perform all duties of the Fleet Mechanics division following the daily and weekly schedule provided by the Mechanic Supervisor.
- Perform routine maintenance and repairs of all Town vehicles and equipment.
- Repair and rebuild small and large diesel and gasoline engines Hydraulic Systems pneumatic and hydraulic brake systems transmissions and suspensions. Install and repair tires and tubes. Perform body work including painting fabricating parts and welding. Repair and maintain all types of electrical and electronic systems. Install and maintain two-way radio equipment.
- Repair and maintain sanding de-icing and snow removal equipment including mounting plows and welding plow frames.
- 6. Shall be available before during and after snow operations for equipment and vehicle set up repair and breakdown of snow vehicles and equipment.
- Operate equipment for snow operations requiring a CDL license.
- Repair and maintain paving landscaping line painting pumps and construction equipment.
- Maintain the Departments material and equipment logs and software programs for inventory tracking and maintenance.
- Purchasing Agent for required parts and supplies as directed by the Mechanic Supervisor.
- Inspect all DPW vehicles prior to annual vehicle inspection or CDL Road Test.
- Maintains Marblehead Department of Public Works Written Hazard Communication Program with current Safety Data Sheets (SDSs) of all chemicals solvents etc.
- Assist with municipal separate storm sewer system (MS4) permit requirements and illicit discharge detection and elimination (IDDE) program. Perform inspections construction repairs and maintenance of the MS4 (storm water) including but not limited to: catch basin cleaning CCTV videoing of pipes pipe and structure repairs inspections etc. Serve as a competent person for MS4 (drain) construction inspection cleaning and maintenance.
- Support maintenance and improvement projects in public way including but not limited to: roads sidewalks signs lines walls and fences. Support the daily operations of the Trench Repair Program utilizing department personnel and equipment.
- Carry a department-issued on-call phone on rotation and must be available for emergency duty and rotating weekends on-call.
- Serve as the classroom and field instructor for the Towns CDL program. Assist with safety training. Provide support to CDL Training Program and responsible for communicating policy to trainees.
- Assist with facility/building maintenance.
- Dependable execution of existing policies or existing standard operating procedures.
- Shall be available for all emergency response operations.
- Performs other related duties of a similar nature and complexity as required by the Director of Public Works.
QUALIFICATIONS:
- High school degree (GED) plus completion of a standard grade school course considerable experience in the operation of heavy automotive equipment and or any equivalent combination of experience and training which provides the required knowledge skills and abilities.
- Requires 2 years of formal schooling in diesel gasoline engines and hydraulic systems. Can substitute 4 years of related experience.
- Proficient in repairs and adjustments of heavy equipment.
- Possession of a valid Hydraulic Machinery Class C License issued by the Commonwealth of Massachusetts.
- Possession of a valid Commercial Drivers License (with air brake and tanker endorsement) issued by the Commonwealth of Massachusetts.
- Ability to operate heavy motor equipment under all types of weather conditions.
- Ability to understand and follow oral and written instructions.
- Practical knowledge of traffic and safety rules and accident prevention practices.
SUPERVISION BY OTHERS:
Works under the direct supervision of a Mechanic Supervisor or other employee of a higher grade who assigns duties and inspects work for conformance with instructions. Weekly and Daily schedules are provided by the Mechanic Supervisor.
SUPERVISION OF OTHERS:
Serves as a classroom and field instructor for Towns CDL Program. Responsible for the classroom portion of the CDL Program general program support and preparing for CDL pre-trip inspection training and other licensing requirements for Heavy Equipment Operators and other trainees.
