Job Description

SUMMARY: Responsible for directing and coordinating activities of police force and staff on the Omaha reservation under the Direction of the Captain. Responsible for hiring training and evaluating performance of security guard personnel. Works in conjunction with Police Captain to insure that Police Department plans and objectives are developed coordinated and completed.

ESSENTIAL DUTIES AND RESPONSIBILIES: Included the following other duties may be assigned.

  • Coordinates and administrates the Omaha Tribes security division operations; implements procedures designed to insure protection of the Tribes facilities and properties and safeguards employees while they are on Tribal premises; implements and insures compliance with rules and regulations established for protection of facilities property and personnel. Assures that rights of individuals while at work are up-held in accordance with Tribal ordinances.
  • Establishes and administers procedures systems and methods for internal security activities in conformance with Tribal police; coordinates the function of internal security with the Tribes uniformed police services.
  • Directs activities associated with investigation and surveillance to confirm or disprove claims of theft or falsification of records.
  • Performs roll call to assure police officers are accounted for at beginning and end of duty.
  • Explains general orders special messages and decisions of Police Chief or Police Captain.
  • Supervises and coordinates activities of law enforcement personnel in endeavoring to resolve community social problems and create a better understanding of police functions within the community.
  • Informs members of command of changes in regulations and policies implications of new and amended laws and new techniques of Police work.
  • Relays order and messages from Police Captain.
  • Performs bi-weekly vehicle inventory on all Law Enforcement vehicles.
  • Submits reports on condition of Police Department equipment and daily activities.
  • Investigates charges filed against private citizens by complainants before issuing arrest orders.
  • Assumes command of police officers at sire of accidents or disturbances to maintain law and order.
  • Works with and shares his knowledge in law enforcement with people under his command.
  • Assists in arrest of persons intoxicated or causing disturbances and provides immediate aid in emergency situations.
  • Patrols assigned area to enforce laws investigate crimes and arrest violators.
  • Serves summons subpoenas and court orders of the Tribal Court prepares case reports and testifies as needed in court.
  • Shall be available 24 hours to respond to emergencies and shall be prepared for such emergencies.
  • Cooperates with County State and Federal Officers in the apprehension of wanted persons.

SUPERVISORY REQUIREMENTS:

  • Acts in the absence of the Police Captain. Supervises Security staff.

QUALIFICATION REQUIREMENTS:

  • Must be free of any conviction by any state of the United States for a crime punishable by imprisonment in a penitentiary for a term of one (1) year or more or by any foreign government for a crime which would be punishable by imprisonment for a term of one year or more if committed in Nebraska or have been pardoned for such offense or have had a conviction for offense overturned or reversed by a court of competent jurisdiction.

  • Must have aptitude for investigative work.
  • Must have high moral standards emotional stability courage integrity firmness good appearance and good speaking skills.
  • Ability to comprehend understand and adhere to at all times the Law Enforcement Code of Ethics.
  • Ability to take a special interest in work-related activities without prompting such that the normal expectations of the job are exceeded.
  • Ability to provide quality Police service to the Omaha Indian Community and people.
  • Ability to identify problems and make logical decisions.
  • Ability to facilitate group discussions to identify problems and resolutions.
  • Ability to write in a clear and concise manner employing the basics of good grammar punctuation spelling sentence structure and penmanship.
  • Ability to complete work assignments and reports in a timely and efficient manner.
  • Ability to maintain and operate firearms.
  • Ability to operate a motor vehicle in all types of weather conditions (i.e. snow ice rain god etc.) and to replace or add necessary fluids which include gas oil and windshield washer solution.
  • Ability to learn and apply training proved by the Public Safety Commission or designed agency.
  • Must be alert observant and possess a memory for detail.
  • Ability to speak effectively and articulately demonstrates good listening skills and conveys concern understanding and empathy.
  • Ability to remain calm and work effectively in stressful situations.
  • Must be willing to submit (either pre or post job offer) to and pass a psychological test drug and alcohol test polygraph test and/or background investigation.
  • Must be able to pass T.A.B.E. test.
  • Must be able to work varying shifts weekends and holidays.
  • Must have a telephone or be able to obtain the service.
  • Must be able to pass a Physical Examination/Physical fitness test.
  • Must comply with the Omaha Tribes Drug Free policy.
  • Must comply with the OTPSC Code of Conduct.
  • Must have a dependable personal automobile and personal automobile insurance.

EDUCATION AND/OR EXPERIENCE:

  • Associates degree (A.A>) or equivalent from two-year college or technical school and six months to one year related experience and/or training OR equivalent combination of education and experience such as a High School diploma or General Education Degree (GED) and at least three years of previous experience in Law Enforcement or Security field.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out instructions furnished in written oral or diagram form. Ability to deal with problems involving several concrete variable in standardized situations.

CERTICATES LICENSE REGISTRATIONS:

  • Must have a valid drivers license.
  • Must be a certified Police Officer (BIA or State of Nebraska).
  • Must possess license to carry and ability to use various specialized weapons for police work.
  • Must pass or have passed test for Standard First Aid and C.P.R. Certification.
  • Ability to maintain awareness of activities occurring at Emergency scenes assesses relevant factual information rapidly and respond calmly.
  • Ability to effectively communicate with the community Police Department personnel and other agency personnel.
  • Ability to apply common sense and make logical decisions in dealing with pressure situations.
  • Must demonstrate self-confidence and self-reliance and take action when required by the situation.
  • Ability to confront potentially dangerous situations.
  • Ability to recognize and employ appropriate humor in day-to-day work activities.
  • Must possess the physical ability necessary to complete and pass the physical agility course designed specifically for Police Officer Candidates.
